Situated within Capital Project Planning and Delivery, the Planning and Delivery Branch is responsible for the planning and delivery of projects identified within government client departments capital plans.

  • Must be able to travel within the province to worksites by ground, water or air transportation during day and night conditions.
  • Must be physically capable of performing the required duties of the position such as prolonged sitting, standing, crawling, or walking (on possible uneven surfaces), medium lifting (carrying up to 25 lbs), and wearing Personal Protective Equipment in both outdoor and indoor conditions.
  • Must be willing and able to travel to construction and building sites where exposure to dirt, mould, and contained asbestos are possible.

Qualifications:

Essential:

  • Undergraduate degree in a related area such as Interior Design, Architecture, Facility Management, and Engineering; or community or technical college programs in Project Management, Building Construction Technology, Civil Engineering Technology. An equivalent combination of education and experience may be considered.
  • Experience carrying out inspections and estimating as it relates to building construction.
  • Experience working with consultants/contractors within the construction industry, including experience reviewing technical drawings and budgets for accuracy and completeness.
  • Experience supervising, managing, and leading a group technical experts including staff, consultants, contractors, other government departments, and the general public.
  • Experience with project budgeting, estimating costs, tracking expenses, forecasting and financial analysis.
  • Knowledge of all building codes, standard building technology, construction practices, and architectural / mechanical / electrical principles.
  • Strong working knowledge of software applications such as Microsoft Office (Word, Excel, Outlook, and MS Project).
  • Effective verbal communication skills including the ability to discuss technical matters with parties of differing backgrounds and interests and experience expressing ideas in a clear, concise and organized manner for a variety of audiences in order to produce materials such as reports, letters, submissions, manuals, or procedures, etc.
  • Strong written communication skills, including the ability to write concise and complete reports.
  • Effective interpersonal skills, demonstrated by the ability to establish trust, as well as to maintain strong networks of internal and external partners and stakeholders.

Duties:
Reporting to the Special Projects Engineer the Manager of Inspections and Estimating is responsible for developing a framework for building condition assessments as well as supervising, managing, and leading an inspection team that carries out inspections and conducts analysis of data collected for the government department’s portfolio of capital assets. This includes residential, commercial, and institutional properties that are either owned or qualify for program funding from the government throughout the Province of Manitoba. Main duties include ensuring that inspections are executed in accordance with guidelines and standards, as well as reviewing and providing feedback on written scopes of work and recommendations. A significant portion of the role will be dedicated to validating estimate accuracy to ensure projects are completed within budget, and using data collected from building condition assessments and facility condition indexes to effectively inform and develop capital planning.
