MINISTRY OF EDUCATION

Through safe and caring schools for all students, Alberta’s government is making life better by investing in education – one of the most important investments we can make in our future. The Ministry is responsible for: developing and evaluating curriculum; teacher development and certification; supporting students with diverse learning needs; funding and supporting school boards; First Nations, Métis and Inuit and Francophone education; and overseeing basic education policy and regulations.
The Strategic Services and Governance Division is responsible for promoting stakeholder relations and for providing policy development and corporate planning services for the department. As well as coordinating intergovernmental strategy and advancing international education, the division provides stakeholder engagement consultation, planning and design services for the department.
The International Education Services (IES) Branch operates in a fast-paced, high-quality environment, where strategic thinking, attention to detail, highly developed interpersonal and intercultural skills, and the ability to mediate and negotiate are of high importance.

REQUIREMENTS:

  • A University Degree in a related field, with a minimum of 4 years of progressively responsible experience. Related experience or education may be considered as an equivalency on a one-for-one basis.
  • Equivalency: Directly related education or experience considered on one-for-one basis.
  • This position operates out of the offices of International Education Services branch in Edmonton.

The following knowledge/experience are considered as assets for this position:

  • Understanding of local and international political influences.
  • Stakeholder consultation and relationship building is a critical component of establishing relevant and effective K -12 international education opportunities. Knowledge of and/or experience working with school authorities and strategic planning.
  • Develop and implement programs that advance international educational opportunities in Alberta.
  • Sound project management skills, organizational skills and the ability to work independently or collaboratively in a team environment.
  • Information systems and business productivity software used to carry out job responsibilities (i.e. Microsoft Teams, Word, Outlook, Excel, etc.).
  • Well-developed leadership and management skills including inter-personal, mentoring and coaching, performance management, and change management skills. Proven ability to manage politically sensitive issues.
  • Experience working with international partners, understanding intercultural nuances.
  • An additional language is considered an asset.

Responsibilities:

ROLE RESPONSIBILITIES

Reporting to the Director, International Education Services, the International Education Manager oversees the development and implementation of collaborative programs that lead and advance the internationalization of Alberta’s Kindergarten to Grade 12 (K -12) education system.
The International Education Manager creates local and international educational opportunities for students and educators in Alberta to develop the international and intercultural attitudes, skills and knowledge that enable them to demonstrate global and cultural understanding as articulated in the Ministerial Order on Student Learning Outcomes.
The role is the focal point for cultivating and fostering international education opportunities. It works in an environment where there are numerous stakeholders with varied agendas, cultures, political climates, and competing interests. This role must effectively manage these varied stakeholders to achieve Alberta’s goal of pursuing global advocacy, advancing Alberta’s international relations, and strengthening Alberta’s reputation abroad to create opportunities for Alberta students and educators.

RESPONSIBILITIES:

  • Develop international education programs, create and improve mobility opportunities for Albertans.
  • Lead, manage and supervise the International Education Exchange Programs for students.
  • Lead and support the governance model for the operations of the International Exchange Programs for educators.
  • Identify and develop new programs that advance international educational opportunities for Alberta students and teachers.
  • Develop and manage diverse relationships in priority countries in collaboration with stakeholders, Alberta government departments and the federal government.
  • Negotiate agreements with foreign countries that enable, build and enhance Alberta’s education capacity.
  • Work closely with school authorities, teachers, students, partners and stakeholders to build an integrated and effective approach to international education in the province.
  • Develop and implement related strategic plans in collaboration with school authorities and stakeholder government departments in Alberta.
  • Manage relationships with key markets, which includes coordinating with the Alberta International Offices abroad on Education initiatives.
  • Support the Director, International Education Services, in leading working group meetings, and provide expert input and information on emerging issues.
  • Actively participate on boards, at conferences, in task forces and on committees to stay apprised of relevant issues or barriers, as well as to build and maintain effective relationships; and
  • Develop and implement programs that advance international educational opportunities in Alberta

ROLE RESPONSIBILITIES CONTINUED

  • Collaborate on foreign missions for international education related activities, engage and lead senior school authority representatives’ participation in key events and forums which raise Alberta’s profile, and proactively promote the interests of Alberta within strategic international markets.
  • Provide specialized knowledge on intercultural sensitivity, barriers and opportunities as it related to Alberta’s international partners.
  • Oversee the promotion of Alberta’s international education programs and the development of marketing materials.
  • Create and implement strategic international student program oversight, attraction and marketing plans for Alberta.
  • Co-lead the planning, development and execution of Minister or Premier missions related to K -12 education.
  • Liaise with incoming missions, delegations and diplomats to foster positive relations and to profile Alberta’s education system.
  • Manage and contribute to Branch, Sector, Division and Ministry priorities.
  • Provide input into the development of Division business plans and budget.
  • Execute issues management to support operational and business plan delivery and issues resolution in a timely manner.
  • Have the knowledge and expertise to prepare informational materials and briefings on relevant international education background, emergent issues and protocols.
