Mission is located on the unceded, ancestral, and shared territory of the Stó:lō Peoples, specifically on Leq’á:mel, Semá:th, Máthexwi, Kwantlen, Sq’éwlets, and Katzie traditional territories in the lower mainland of BC. Nestled on the southern coastal mountain slopes overlooking the lush Fraser River Valley, Mission is a rapidly growing and dynamic community of approximately 41,500 residents, 20 kilometers north of the US border and 70 kilometers east of Vancouver. Although Mission is part of a broader metropolitan area, it still maintains its distinct and welcoming small-town flavor.

JOB DESCRIPTION

The City of Mission is seeking a dedicated and experienced professional to join our team as the Manager of Building Inspections. In this crucial leadership role within the Development Services Department, you will oversee all building inspection and code enforcement activities, ensuring they meet the highest standards of quality, efficiency, and customer service. The role demands a blend of technical expertise, strategic thinking, and strong leadership skills.
As the Manager of Building Inspections, you will be responsible for planning and managing work programs, budgets, and procedures for plan checking and inspections. Your duties will include ensuring the completion of building inspections and code enforcement, handling written complaints, and keeping Council, staff, and stakeholders informed through regular reports and presentations. You will also participate in drafting and reviewing bylaws, policies, and procedures specific to the Division’s operations.
The position requires strategic contribution involving the collection and analysis of data to develop strategic, operational, and financial plans, driving process improvements, and participating in budget development based on best practices and industry standards. Efficiency and innovation are key aspects of the role, where you will identify inefficiencies within the Division and seek innovative solutions to enhance cost-effectiveness, and foster practical solutions and code equivalency within the BC Building Code framework.
Community safety and compliance are paramount; hence, you will be coordinating and managing inspections related to unsafe or hazardous properties, and supporting the business licensing function by overseeing relevant inspections. Legal and regulatory compliance duties include responding to legal claims, collaborating with legal counsel on Division-related matters, and ensuring fairness and impartiality in all decisions based on administrative law principles.

QUALIFICATIONS

Qualified candidates will have a combination of education and experience, including post-secondary education in a related field (e.g., Journeyman level in a building trade), a minimum of five years of progressive experience in a municipal environment with at least two years in a supervisory role. You should have a deep understanding of the BC Building, Plumbing, and Fire Codes, local government bylaws, and relevant federal, provincial, and municipal statutes, alongside expertise in dealing with Part 9 and Part 3 buildings under the BCBC.
To excel in this role, you will need strong analytical and strategic thinking skills, exceptional conflict resolution and problem-solving abilities, and a propensity for innovation and creativity. Effective communication skills and interpersonal abilities to engage with the public, staff, and stakeholders are also crucial. Certifications as a Registered Building Official (RBO) or Level 3 BOABC, membership in relevant industry associations (e.g., Canadian Home Builders Association), and a valid BC Driver’s License are required.
