GENERAL SUMMARY

Under the direction of the Director of Communications, the Manager of Communications is responsible for developing
and implementing strategic communications programs to support Council and District directives and operations, while
building positive relationships with both internal and external groups. This position is also responsible for media
relations, supports issues management and emergency communications, and oversees a variety of communication
tools and channels. Additionally, this position leads and manages staff to help achieve these goals.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

• Thorough knowledge and proven experience in media relations and issues management.

  • Knowledge and experience in communication strategy development and implementation.
  • Knowledge and experience of public relations and corporate communications methods and practices, as well as

techniques and standards of journalistic and plain-language writing.

  • Thorough knowledge of the District’s communications objectives and practices.
  • Thorough knowledge of the functions and operations of District departments.
  • Thorough knowledge of research and information gathering methods and techniques.
  • Excellent leadership skills including the ability to coach and develop employees to achieve success.
  • Excellent organizational skills and the ability to meet deadlines.
  • Proven ability with industry software applications and online technologies.
  • Proven ability to develop concepts and research, write, produce, edit and disseminate a variety of promotional,

informational and publicity materials.

  • Ability to establish and maintain effective working relationships with a variety of internal and

external stakeholders and contacts.

  • Proven ability to discern confidential issues and maintain confidentiality.

REQUIRED TRAINING, EDUCATION AND EXPERIENCE

  • Diploma or University Degree in Journalism, Communications or a related discipline
  • Minimum of five years of progressive related experience
  • Experience working within a municipal government

OR

  • An equivalent combination of training and experience

Responsibilities:

  • Contributes to the success of our team and community by fostering the District of Squamish corporate

  • Acts as a media liaison for Council and senior staff to provide advice, coordinate media response messages and

interviews.

  • Develops key messages and proactive content to promote District programs and events and oversees media

monitoring.

  • Provides strategic communications advice to Council and senior staff.
  • Attends confidential meetings and offers crisis management advice.
  • Develops strategies for addressing labour relations issues.
  • Reviews and advises on confidential information, including real estate and legal issues.
  • Provides advice and direction to department liaisons to support external communication programs and internal

communications.

  • Develops and evaluates strategic communication plans for District projects and services.
  • Creates and manages various print and electronic content for District communications including for

Squamish.ca.

  • Manages and contributes to writing, editing, production and dissemination of a wide variety of publicity

and informational materials such as brochures, pamphlets, speeches, website articles, displays, videos, and

advertising and marketing materials.

  • Manages social media strategy and standards and supports content development and monitoring.
  • Provides professional expertise on branding.
  • Leads the coordination and implementation of projects.
  • Ensures timely and budget-compliant execution of campaigns.
  • Manages internal communications efforts.
  • Supervises, mentors and develops designated Communications staff.
  • Provides review and approval for compliance with communication policies, procedures and standards.
  • Acts as a media spokesperson and Public Information Officer as required.
  • Acts in the absence of the Director as required.
