Description:
THE OPPORTUNITY
The UGDSB is seeking a dynamic individual to join our Finance team for a temporary full-time opportunity in the capacity of Manager of Financial Services. Duties to commence as soon as possible with an anticipated end date of December 19, 2025.
Location: Guelph Board Office (500 Victoria Rd. N, Guelph, ON)
Hours of work/FTE: 1.0 FTE; 40 hours per week
Salary Range: $116,000 to $139,200 per year
Board Information: 12 months; temporary, full-time; Administrative Employees
Reporting to the Reporting to the Chief Financial Officer, the Manager of Financial Services leads a team of five (5) people responsible for key financial functions of the Board including Accounts Payable, Accounts Receivable, and Treasury with a service delivery and accountability focus. The role plays an integral part in ensuring the integrity of the school board’s financial statements. The role also supports Risk Management and Insurance administration.
EXPERIENCE AND QUALIFICATIONS:
- University Degree in Business Administration, Accounting, or related field
- Minimum of seven (7) years of progressively responsible business and accounting management experience
- Recognized professional accounting designation (CPA)
- Excellent knowledge of accounting concepts
- Demonstrated proficiency in the use of financial software applications
- Expertise with Microsoft Office applications
- Excellent verbal and written communication, including presentation skills
- Demonstrated skill in motivating and developing staff, team building, problem-solving, negotiation, conflict resolution and decision making
- Innovative leader with outstanding interpersonal skills, vision, project management, planning and organizational skills
- Excellent knowledge of accounting concepts for Ontario school boards and comprehensive understanding of complex funding requirements considered an asset
- Experience in change management and process reengineering considered an asset
Responsibilities:
- Manages cash disbursements for the school board including accounts payable and treasury functions based on Board policy, Ministry requirements, tax, and financial accounting rules to ensure that the cash disbursements are properly authorized and recorded correctly in financial records to protect the integrity of financial reports and controls
- Reviews and approves accounts payable transactions for accuracy and proper authorization
- Monitors treasury functions and completes cash flow forecasts
- Develops and leads the implementation of changes to improve internal controls in accordance with accounting guidelines
- Manages cash receipts for the school board including grant revenue, accounts receivable and fees collection based on Board policy, Ministry requirements, tax, and financial accounting rules to ensure that the cash receipts are properly recorded correctly in financial records to protect the integrity of financial reports and controls
- Reviews and approves the recording of general grant revenue and grant revenue for specific programs
- Monitors accounts receivable transactions and outstanding balances
- Manages the recording of fee revenue
- Manages the annual audit of the school board’s financial statements based upon accounting standards, external auditor’s instructions, and Ministry guidelines to ensure that the integrity of the school board’s financial statements
- Reviews and analyses revenue, expenditures, assets and liabilities and all notes and requirements of the audit files and financial statements
- Prepares the Board’s consolidated financial statements, ensuring compliance with all Ministry of Education and Public Sector Accounting Board reporting requirements in consultation with the Board’s external auditor
- Manages talent and financial resources of the Finance team based upon Board policies and department procedures to ensure that resources are being used effectively
- Supports Risk Management practices for the school board including Audit Committee support and supporting Insurance and Risk Management administration
