EDUCATION:
- Bachelor’s degree in business, public administration, or related field, or equivalent combination of education and experience is required.
LICENSE & CERTIFICATION REQUIREMENTS- MUST POSSESS AND MAINTAIN:
- Must possess and maintain a valid Motor Vehicle Operator’s License and be able to obtain a Colorado State Commercial Driver’s License with a B-P2 rating.
- If an employee possesses an out-of-state driver’s license they must provide a Colorado license within 90 days of hire.
- Must be able to pass a Department of Transportation (DOT) physical examination by obtaining a DOT Medical Examiner’s Certificate for a minimum of a 2-year qualifying period and then maintain current DOT Medical Examiner’s Certification thereafter.
EXPERIENCE:
- Three (3) years of supervisory transit experience.
Responsibilities:
POSITION PURPOSE:
The Manager of Operations directly reports to and assists the Director of Operations in supervising, coordinating, and evaluating all procedures and programs for the Operations department. The Manager of Operations directs the daily operation of RFTA’s transit operations, which includes management of all road supervisors and dispatchers, clerks, administrative assistants, and other support staff, as well as full-time, part-time, and seasonal bus operators. Assists Director in ensuring adherence to established federal, state, local, and company laws, policies, and procedures.
THE FOLLOWING DUTIES AND RESPONSIBILITIES ARE ILLUSTRATIVE OF THE PRIMARY FUNCTIONS OF THIS POSITION AND ARE NOT INTENDED TO BE ALL-INCLUSIVE.
- Coordinates the organization, staffing, and operating activities for the Operations Department; reviews daily operations with supervisors and director.
- Provides input in establishing policies, procedures, and standards for efficient, safe, and effective operations; administers and enforces all applicable laws, rules, and regulations.
- Evaluates and review transit operations and services on a daily basis by reviewing dispatch logs, supervisor reports, and communication to ensure goals are met. Reviews progress, recommends methods for providing services and directs changes in priorities as needed.
- Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures; ensures appropriate steps are taken to implement said objectives. Keeps the Director informed of decisions, actions, and results.
- Establishes, changes, and develops schedules for operators and supervisors. Collects and organizes appropriate forms for the scheduling department for, at least, four scheduling periods.
- Coordinate operations actions with other departments, outside agencies, and organizations.
- Oversees compliance with the State of Colorado Department of Motor Vehicles Commercial Driver licensing and the CDL Compliance Section of the Department of Revenue testing requirements; ensures testing complies with applicable rules, regulations, laws, and mandates.
- Verifies Drug and Alcohol testing history for former CDL employees and verifies work history.
- Review, approve and code all billing associated with DOT Physicals and all Drug and Alcohol Testing for all departments with Safety Sensitive Employees on a weekly basis. Monitor and order all drug and alcohol testing supplies as needed.
- Reviews and Investigates complaints from the public; resolves problems in a timely, efficient, and effective manner; investigate transit accidents and incidents; prepare reports and maintain necessary records; follow through with performance improvement plans, documentation and actions taken.
- Regularly performs functions relevant to department software, including transit scheduling software and computer-aided dispatch intelligence transportation systems.
- Supervises staff preparation for audits/inspections conducted by federal and state officials.
- Manages activities and personnel functions of the Operations Department, e.g., hiring, disciplining, evaluating performance, approving and tracking vacations and leaves of absence, tracking FMLA and workers compensation, administering status changes, terminations, reinstatements, maintaining employee records for attendance and accidents, tracking bonus eligibility, and recording bonus payments.
- Participates in the evaluation of approximately 21 Operations Supervisors; assigns, reviews, edits, approves, and oversees the evaluation of all year-round, part-time, and seasonal drivers (up to approximately 250 drivers in total), four (4) information support specialist, and other staff.
- Supervises and conducts training, ranging from new hire training, in-service training, CDL training, platform training, route training, ADA training, and other training as applicable for the Operations Department.
- Reviews and approves Road Supervisor and Dispatch payroll. Track and submit raises for Operations employees.
- Regularly tracks and updates eligibility, seniority, and phone lists for the company.
- Interview and promotes employees and potential employees, for the positions of Road Supervisor, Dispatch, Operations Support Specialist, Customer Service Business Specialist, Administrative Assistant, and all CDL and Non-CDL Operators. Issues and tracks letters of intent for promotions and follow-up correspondence.
- May assist CEO and CFAO, Directors of Operations and Finance with budgeting, billing, and cost analysis of all operational services.
- Supervise, participate, and/or assist in all aspects of departmental procurement needs.
- As needed, provides oversight and support for the Traveler’s program.
- Adheres to policies, procedures, standards, and conduct expectations to the highest degree so as to lead team/department by own example of professional behavior. Ensures department and organizational goals take precedence over personal motivations and needs, and promotes an atmosphere of accountability, teamwork, and high-quality work among subordinates. Ensures road supervisors and dispatchers are aware of any relevant events or issues with employees, equipment, or performance.
- Higher understanding of necessary Computer Software (i.e. Trapeze, Clever, EAM, Clarity, Microsoft suite of tools, and other software programs as they become necessary).
- Actively and continuously improves professional knowledge, skills, and abilities by participating in routine training sessions and educational seminars relevant to position and job duties, including the development of supervisory and managerial skills.
- Develops transportation plans, in conjunction with partners or stakeholders, to provide transportation needs for special events, i.e. Aspen Skiing Company, Jazz Aspen, etc.
- Participates in community committees to represent the organization, including but not limited to Special Events Committees and planning/construction issues relevant to RFTA operations.
- Reviews and monitors all communications systems for safety and personnel reasons.
- Schedules and sets-up charters and special event transportation runs for government agencies, non-profit organizations, events, and the general public.
- Produces vehicle staging and requirement sheets on a seasonal basis.
- Assists in the production of operations memos and supervisor updates.
- Assists in ordering supplies for the Operations Department.
- Attends special events and other meetings that may affect operations, such as meetings for emergency response planning for disasters and wildfires, and briefs appropriate personnel.
