Description:

GENERAL DESCRIPTION OF WORK:

Plans, organizes and controls the operations and maintenance of radio systems, phone systems and all Intelligent Transportation Systems (ITS) projects. Assigns, directs and coordinates the work of the radio, telephone and Transportation Technology staff. Reviews and evaluates the work of radio, telephone and Transportation Technology staff and prepares periodic performance reports. Provides technical support and training for direct reports and VIA employees as needed, to ensure full usage of system features. Is responsible for installation, maintenance and project management for all Transportation Technology projects. Is responsible for budget design, purchasing, and managing vendor relations.

EDUCATION AND EXPERIENCE:

Bachelor’s degree in Computer Science or related discipline with 3 or more years of management experience in Information Technology, Telecommunications, or a related field. Relevant experience may be substituted for educational requirements. Experience should include one or more of the following: radio system management, telephone system management, Information Technology management and technology project management.ADDITIONAL REQUIREMENTS:
Must have the ability to effectively manage technical staff and contractors.
Must be able to manage many concurrent projects and multiple priorities.
Must have strong history of successfully managing technical projects and personnel.
Must have general knowledge of related hardware components including multi-user computer systems, radio (EDACS) systems and telephone systems (UNIFY Hi-Path 4000 PABX). Knowledge and experience with VoIP preferred.
Must have general knowledge of real-time computer systems, preferably as they relate to transit.
Knowledge of computer systems, servers, IP networks, application design, file structures and programming standards.
Ability to provide supervision, guidance and support for the technical staff.
Ability to set and achieve long-range goals that will provide adherence to contracted project schedules.
Must be able to successfully interact with users at all levels of the organization.
Can speak and write in a clear professional, non-technical manner, when interacting with customers and management.
Skill in analysis, problem solving and troubleshooting
Skill in technical documentation, including developing complex application requirements
Skill in written and oral communication/customer service.
Skill in planning and organization.
Skill in conveying technical information to non-technical users.

PHYSICAL REQUIREMENTS:

Physical ability required to be mobile, bend, stoop, twist, sit, stand, reach and occasionally lift objects weighing up to 30 pounds.

Responsibilities:

ESSENTIAL FUNCTIONS:

Management of all Transportation Technology personnel, contractors and projects.
Management of AVL projects to ensure timely project completion as per the contract.
Management of all radio and fleet Wi-Fi systems to ensure maximum uptime.
Management of all telephone equipment and services, including cellular services, landline, PRI, metro ethernet, T-1, etc. (end user cell devices managed by IT Client Services)
Provides guidance to technical staff on related issues.
Coordinates system repair, preventive maintenance, upgrades and contract management activities.
Recommends and initiates improvements to system operations.
Develops specifications for Transportation Technology projects.
Manages staffing, including recruitment, supervision, scheduling, development, evaluation, and performs evaluations and performance reviews of the Transportation Technology staff.
Provides weekly status reports to the Vice President of Technology and Innovation and monthly (or more often) department statistics reports to Vice Presidents and Managers.
Establishes and maintains regular written and in-person communications with the organization’s executives, department heads, and end users regarding pertinent division activities.
Manages Transportation Technology department budget.
Researches and investigates new and upcoming technologies to ensure VIA is using the best technology available to support business and fleet operations.
Responds promptly to customer needs; takes a customer-centric approach to problem solving; solicits customer feedback to improve service; responds to requests for service and assistance; meets commitments.
Researches, implements, and supports A/V systems in conference rooms, Board rooms and other VIA facilities. Trains VIA staff in using systems successfully.
