Regular hours of work are 8:30 am – 4:30 pm, Monday to Friday. Occasional travel between Douglas College’s campuses as required.

Responsibilities:

THE ROLE

The Manager, Payroll Services and Systems provides leadership and direction to the daily operations of Douglas College’s in-house payroll services. The Manager ensures an accurate, reliable and stable delivery of a comprehensive range of services to the College. Key success factors include timely payment of wages for each constituent employee groups, timely and accurate remittance of all College payroll related obligations, including taxes and payments to third parties. The Manager, Payroll Services and Systems ensures superior client services to the College community.
The Manager reports to the Associate Director, Payroll and Systems. Direct reports to the Manager are the Payroll Supervisor and a team of Payroll Specialists. The Manager monitors the performance of payroll activities which involves quality assurance, compliance verification and account reconciliation. Reporting responsibilities include provides analysis of payroll information which include confidential and sensitive subjects for decision making by College management.

RESPONSIBILITIES

Under the general direction of the Associate Director, Payroll and Systems, the Manager, Payroll Services and Systems is accountable for:

TO BE SUCCESSFUL IN THIS ROLE YOU WILL NEED

  • A Bachelor’s degree in Accounting, Business Administration and completion of Certified Payroll Leadership Professional (PLP, Canada) designation.
  • A professional accounting designation (CPA, Canada) is preferred.
  • Five years of progressive experience of in-house payroll services including a minimum of 2 years in Management in a unionized environment. Public sector management experience is preferred.
  • Minimum two (2) years of payroll supervisory experience in a unionized environment.
  • An equivalent combination of education, training and experience may be considered.
  • Extensive knowledge of payroll regulations and issues of compliance.
  • Demonstrated knowledge, ability and experience in the design, development, management and maintenance of data collection and payroll systems in a computerized environment. Ability to troubleshoot issues associated with payroll information systems.
  • Demonstrated ability to make effective decisions within a collegial environment. Excellent interpersonal communications skills together with proven experience in resolving conflict.
  • Excellent written and verbal communication skills. Ability to write professional briefing notes and executive summaries.
  • Extensive knowledge of payroll regulations and issues of compliance.
  • Demonstrated ability to interpret and apply policies and regulations.
  • Demonstrated ability to model appropriate professional, ethical and collaborative behaviors

  • Excellent planning, organizational and administrative skills. Ability to work well under pressure in a deadline driven setting.
  • Experience in business workflow design and business process improvements.
  • Demonstrated advanced Excel skills and strong analytical skills.
