Position Status: Full Time

Reporting To: Director, Procurement & Facilities

Position Summary:

  • Manages short term and long term Strategic Procurement planning, and analysis for Ornge (i.e. RFX’s, ACAN’s, and contract management).
  • Supports management planning and decision making by identifying, maintaining, evaluating information and providing recommendation on key Procurement initiatives.
  • Leads/team member in various Procurement related projects and initiatives.
  • Liaises with internal and external stakeholders, including auditors, and vendors. Member in various cross functional working groups. Provides Procurement expertise on various Procurement related matters.

Responsibilities:

  • Process medium to large procurement initiatives in compliance with external directives, procurement law and internal policies.
  • Conduct and document moderate to complex Procurement RFX’s, business analysis and cost analysis projects, and presents recommendations to the Director of Procurement.
  • Assist with, as appropriate, contract management and supplier relationship management. Coordinate resolution to sourcing issues or vendor performance and communicate with suppliers and stakeholders to help mitigate any issues in a proactive manner. As necessary, this may include supplier visits, supplier briefings on site and/or formal corrective action documentation.
  • Liaises with business unit owners to identify potential Procurement initiatives, and assist with approved strategies to ensure compliance to Supply Chain Code of Ethics.
  • Holds meetings, presentations and /or training with the client on purchasing policies, procurement strategies, the Broader Public Sector Procurement Directive, compliance concerns, etc.
  • Assists with market analysis or providing preliminary budgetary quotations to support business cases etc.
  • Provides support and guidance to the Procurement unit leads (Strategic Sourcing, Purchaser, and Purchaser Coordinators) on Procurement matters, analysis, identification of risks and opportunities.
  • Provides Procurement updates and comments to the Director, Procurement on key procurement projects.
  • Provide advice and assistance for request to purchase supporting documents such as waivers, ACAN to support sole source if required, VOR 2nd stage selection requests, etc.
  • Provide guidance to key business initiatives including Procurement process, reviewing business case development, project sensitivity analysis and input in corporate strategic and quality improvement plans.
  • Working in partnership with business unit leads, finance and legal team, providing support in procurement processes (RFx) and legal contracts review.
  • Liaise closely with internal management team and vendors to resolve any Procurement related issues including contract improvement.
  • Supporting and advising Procurement team on procurement related matters.

Qualifications:

  • Post-Secondary degree in a related field will be an asset.
  • 7 + years’ experience in Procurement / Supply Chain.
  • Experience in managing employees.
  • Experience in working in Procurement / Supply Chain within a Public Sector is preferred.
