The Utilities Consumer Advocate (UCA) has a mandate to educate and mediate for Alberta’s small business, farm, and residential electricity, natural gas and water consumers, and advocate for energy consumers. We educate through a wide range of outreach and engagement activities; advocate by representing the interests of consumers; and mediate disputes between consumers and utility companies.
QUALIFICATIONS
Required:
University degree in a related field (Business/Commerce, Law, Environmental Sciences, Engineering, Public Policy, Mathematics, Public Administration, etc.) and 4 years of progressively responsible related regulatory and utilities operations experience is required.. Equivalencies will be considered as described below:

- Industry Experience: Extensive experience working within the Government, Agencies, Consumer Groups, Utilities, or other parts of Energy and/or Electricity sector in increasingly responsible related roles.
- Legislative/Policy Interpretation: Experience with interpreting legislation, regulatory framework, and policies e.g. Electric Utilities Act, Gas Utilities Act, Alberta Utilities Commission Act) to provide feasible recommendations to management and executive leadership.
- Technical knowledge: Detailed knowledge of utilities industry, trends, economic principles relating to costing methodologies, utility finance, rate design and conditions of service.
- Leadership & Managerial Experience: Extensive experience in effectively managing human and fiscal resources.
- Project Management: Experience initiating, planning, organizing, and implementing projects based on high-level direction and the intended outcome.

Responsibilities:
The Ministry of Affordability & Utilities is searching for a strategic and agile Manager, who is knowledgeable and passionate about government’s ongoing efforts to make electricity and natural gas more affordable for all Albertans, and will be accountable for its Regulatory Operations function within the Utilities Consumer Advocate branch.
Reporting to the Director, Regulatory Affairs, the Manager, Regulatory Operations has overall responsibility for the delivery of regulatory intervention on behalf of consumers, including active participation at Alberta Utilities commission (AUC) regulatory proceedings. The position incumbent will ensure provision of comprehensive technical support and resources such as legal counsel, external consultants, expert witnesses etc; planning and supervising research, overseeing the drafting of UCA policy and technical evidence, drafting of cross-examination and providing instructions to legal counsel among other activities. The Manager is relied on to provide strategic and business advice relating to regulatory matters. The Manager provides direction and analysis for ongoing operations and must be thoroughly knowledgeable of issues and trends. Establishing and maintaining collaborative, open and consultative relationships with AUC representatives, consumer organizations as well as other ministry stakeholders to ensure open lines of communication as well as consulting with UCA’s Education and Engagement teams on utility rates, and terms and conditions to support issue resolution are critical requirements for this position.
The Manager is accountable for managing and evaluating area operations to deliver outcomes in accordance with Branch business plans, providing leadership, coaching and mentoring to the team to support continual improvement and capacity development.
To successfully deliver on this role, the Manager requires, excellent verbal, written, listening and interpersonal communication skills, strong strategic thinking, decision making, analytical, complex problem-solving, leadership, and relationship-building skills to address multifaceted interdisciplinary issues with economic, political, social, and environmental implications as well as support high-profile public policy development and implementation. Effective collaboration and interpersonal skills are also key to balancing diverse stakeholder needs, leveraging project management skills to oversee multiple complex issues while delivering results.
