Description:
The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming (casino, internet gaming, and charitable gaming), horse racing, and cannabis sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.
The Strategic Policy & Market Insights Branch of the Corporate Affairs, Policy and Planning Division of the AGCO is seeking a Manager of Research and Market Insights to plan and set research agendas, develop and implement sector engagement strategies, and support AGCO attendance at conferences and events.
As a change leader with a continuous improvement mindset, the Manager will lead a team that conducts and supports strategic engagement and research activities across all four regulated sectors: liquor, cannabis retail, horse racing, and gaming. Insights gained from these activities will play a key role in supporting the AGCO’s strategic policy priorities.

Responsibilities:
WHAT CAN I EXPECT TO DO IN THIS ROLE?In this role, reporting to the Senior Manager, Research and Market Insights, the successful candidate will:
- Lead and motivate a high-performing team and foster an inclusive environment.
- Provide advice and support to identify new and fortify existing strategic partnerships and alliances with external stakeholders, experts, and researchers.
- Provide strategic, advisory, and project management support in the development and implementation of sector and stakeholder engagement strategies and activities, including stakeholder forums and industry conferences.
- Develop and implement annual and multi-year plans to identify research needs and methods to conduct, procure, or partner to achieve across all four regulated sectors.
- Lead the preparation of reports, presentations, and briefing material to contribute to evidence-based policy decision making, policy priority setting, and sector policy strategies.
- Use astute analytical skills and political acuity to identify risks and develop risk mitigation strategies.
- Identify trends, developments, and best practices in policy development and regulatory frameworks for the alcohol, cannabis, gaming, and horse racing sectors.
- Collaborate across the Strategic Policy and Market Insights Branch and the AGCO to ensure ongoing alignment of policy and engagement strategies, priorities, and activities
