We are currently looking for a Sourcing Manager to join our Strategic Procurement department. In this role you will report to the Senior Director, Strategic Procurement, and you will lead or facilitate several types of IT and Construction procurement projects including the management of complex RFx initiatives, sourcing programs (category management), and related approval processes. You may also be called on to lead construction, demand maintenance and preventative maintenance RFx initiatives. You will also have people management responsibilities. In this role, you will have the opportunity to improve upon current processes with a goal of centralizing and consolidating company-wide supplier selection to enhance Toronto Community Housing’s productivity and reduce overall costs from third party vendors. You will also further ensure adherence to Toronto Community Housing’s Procurement Policy and Procedures, and work collaboratively with Vendor Management, Legal Services, Accounts Payable, and business unit clients across the organization.
Responsibilities:
Management of Sourcing Process:
- Under the leadership of the Senior Director, Strategic Procurement, the Sourcing Manager will form and lead cross functional working teams to formulate short to long-term sourcing strategies for identified categories with a primary focus on IT and Construction categories
- Provide expertise in the preparation of RFx documents, SLAs and contracts for specific sourcing events as assigned
- Oversee process redesign implementation and ongoing maintenance of electronic RFx process using the Bonfire portal so as to promote centralization of all relevant RFx and Bid information in one system
- Facilitate and support the contract award process which will include the drafting of RFx materials, management and issuance of bid process documents, the vendor selection process and support of ongoing vendor management
- Establish and manage a supply chain that will include developing a roster of approved contractors/suppliers/consultants, managing the full acquisition, negotiation and implementation process on behalf of Toronto Community Housing
- Develop and oversee the implementation of our strategic sourcing agreements and identifying areas of savings and process improvements through contract consolidation, outsourcing, and other opportunities
- Design specialized/localized contracts where necessary, revise existing contracts as needed, respond to quality management issues, and define policies, regulations and contractual procedures for day-to-day operations
- Ensure the integrity, reliability, timeliness and accuracy of financial data, reports and analyses pertaining to RFx, approvals and procurement systems
- Develop , train and manage staff to ensure that they meet required performance standards
Management of Procurement Policies and Procedures:
- Ensure enterprise compliance with policies and procedures, authorities, directives, applicable legislation and trade treaty requirements. Ensures Toronto Community Housing and its subsidiaries meet all “public procurement accountability tests”
- Review procurement policy and procedures and workshop with all business
- Maintain and update vendor database in all business systems
- Provide approvals as per the Delegation of Signing Authority and in accordance with Procurement Policies and Procedures
Procurement Planning:
- Work with executive and senior management to integrate planning and procurement, purchasing practices and supply chain management to drive operational and cost efficiencies (both short-term and long-term) and ensure practices are aligned with business objectives
- Work with the Director of Strategic Procurement to set the overall direction of the Strategic Procurement Unit by establishing strategic and tactical goals and short-term and long-term plans that are aligned with the overall strategic planning initiatives of Toronto Community Housing
- Update the vendor pre-qualification process including updating the pre-qualification packages and evaluation criteria by discipline in consultation with each business unit
- Manage and communicate the procurement pipeline to all business units
Vendor Management:
- Support as required the vendor performance management system that serves to demonstrate and respond to vendor performance
