The Provincial Capital Commission requires a highly skilled and energetic individual for the position of Manager of Stewardship and Operations.
The Provincial Capital Commission’s strategic focus is to enhance the quality of life in the Capital city by creating community partnerships, promoting visitor experiences, and providing stewardship of the land and assets managed by the Provincial Capital Commission.
Reporting to the Director of Stewardship and Operations, this position is actively involved in the strategic priorities for the Provincial Capital Commission (PCC) through oversight of successful implementation of short/long term land management strategies and development projects to support PCC’s strategic direction. This includes project initiation, planning, implementation, change management, monitoring and completion of development projects that will impact core lines of business and service delivery, aligning with the Wascana Centre Masterplan and the Government of Saskatchewan.

This includes responsibilities such as:

  • Independently manage and lead initiatives that result in long term impact to Wascana Centre. This includes decision making regarding how to initiate, execute and communicate assigned development projects under the Wascana Centre Master Plan on behalf of the Provincial Capital Commission;
  • Monitors and provides direction, on the delivery of maintenance services, budget development, long-term planning, service level forecasting, and tenant improvement initiatives;
  • Leads contract management initiatives by facilitating and managing the processes for negotiation of contracts on behalf of the Provincial Capital Commission;
  • Drafting clear statements of work, legal agreements & schedules, mitigating risk, resolving conflict, and facilitating agreement. Contract management including establishing the contract with legal and finance, directing the work of the supplier or hired contractor, monitoring progress on deliverables and addressing contract performance issues;
  • Detailed technical review of confidential development proposals involving civil, landscape and architectural components. Ability to provide direction on feasible implementation and develop solutions based on technical review and recommendations to assist with Board recommendations; and
  • Provide strategic planning, technical support (AutoCAD, GIS, Landscape Design, Project Management) and planning expertise in both long-term and short-term planning initiatives across the Provincial Capital Commission.

To be successful in the role, you will have:

  • Diploma in engineering/architecture or equivalent education and experience;
  • Ability to read and interpret detailed structural plans;
  • Management experience;
  • Ability to coordinate infrastructure and operational projects throughout Wascana Centre and Government House;
  • Ability to deal courteously with colleagues and members of the public;
  • Knowledge of AutoCAD and ArcGIS software;
  • Knowledge of computer software (Microsoft products);
  • Ability to provide immediate responses to questions or concerns involving the application of clearly defined processes or procedures;
  • Oral and written communications must be clear and concise to avoid misinterpretation with the ability to transfer knowledge (verbal or written) to ensure comprehension of technical or specialized information;
  • Excellent listening skills to ensure that advice provided is appropriate to address underlying problems; and
  • Project Management skills
