Job Summary The Surrey School District 36 (District Facilities Centre) is seeking a highly skilled Manager for the Structural Department.
Reporting directly to the Associate Director of Facilities and Minor Capital Projects, this leadership role oversees the Carpentry and Roofing department. The Manager will be responsible for the planning, execution, and oversight of renovations, maintenance, installations, and other district projects. This role demands close collaboration with various internal departments and external agencies while providing expert leadership and guidance for Carpentry and Roofing related projects. Responsibilities Operational and Team Management: Lead and oversee the Structural team, including managing an Assistant Manager and assigning and supervising maintenance workforce, and delegating the appropriate responsibilities to the foreperson Monitor and assess department performance, with a focus on cost-effectiveness, operational efficiency, and customer satisfaction.
Handle recruitment, staff development, and ensure compliance with collective agreements and district policies. Maintain responsibility for the standards of maintenance/repair and construction/renovation work performed by staff, ensuring that all work performed is in accordance with district policies, procedures and standards and that all such work is in accordance with related regulations and codes. Assist in determining and establishing detailed specifications for equipment, materials and supplies and submission of requisitions for approval and purchasing well in advance of need; verify that the equipment, materials and supplies received conform to established specifications. Develop and implement staff training programs as well as conduct performance evaluations and provide constructive feedback.
Maintain a thorough knowledge of district facilities and operations and collaborate with third parties to ensure adherence to contract terms and conditions. Financial and Contract Management: Estimate and prepare detailed budgets for projects, ensuring accurate projections for approval. Manage contracts by overseeing documentation, correspondence, plans, approvals, and invoices. Conduct internal reviews to ensure quality control and compliance with standards.
Maintain detailed financial records for ongoing projects, including approving invoices and tracking expenditures. Ensure project completion within budgetary constraints. Project Management: Advise the Associate Director/Director on decisions affecting district operations. Define project requirements, gather essential information, and implement plans.
Engage in project discussions to clarify objectives and establish next steps. Prepare funding submissions for Ministrys minor capital projects (AFG, SEP), including cost estimates and schedules. Provide regular updates on project status and adjust plans as needed. QUALIFICATIONS Education & Experience A trade qualification or equivalent, in a trade related to the position or a Building Technologist (ASTTBC) certification with a minimum five years management experience in a related setting Knowledge and understanding of carpentry, roofing and minor renovations, The incumbent should have excellent interpersonal and communication skillsProven experience in facility maintenance within a multi-site organization preferably in a municipal setting.
Preference given to candidates with project management experience or related education. Knowledge, Skills, Abilities Extensive knowledge of building, fire, municipal and related codes, regulations and requirements; seismic and nonstructural seismic requirements. Experience with tendering and management of CCDC contracts. Working knowledge of technical drawings, blueprints, sketches and building plans.
Working knowledge of WHMIS and WorkSafe BC Occupational health and safety regulations and the demonstrated ability to work in a manner that recognizes personal safety and the safety of others. Experience managing complex building projects from conception to completion, including feasibility studies, funding approval, design, procurement, and contract administration. Skilled in reviewing, interpreting, and applying technical information, drawings, and specifications. Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
