KEY ACCOUNTABILITIES

Manages the talent acquisition program and recruitment services for the enterprise for exempt and bargaining unit roles in a complex, multi-union environment. Develops, recommends and implements a proactive talent acquisition strategy for the enterprise, to foster a strategic integrated and streamlined approach to service delivery. The strategy includes all related workforce planning, employer branding, strategic sourcing, assessment and selection, hiring, on-boarding, workforce segmentation, compliance, talent metrics and analytics, and outsourcing. Leads talent acquisition initiatives, such as inclusive hiring practices and campaigns. Develops, recommends and implements recruitment policies, and operational recruitment services, practices, processes, procedures, tools and technology. Monitors program-specific budgets.
Develops and recommends talent acquisition KPI’s and carries out related analysis, identifying opportunities to improve proactive recruitment processes and services, and optimize talent sourcing and quality of hire. Is responsible for the overall workflow within the Talent Acquisition Team to ensure compliance with timelines and other target KPIs. Develops talent acquisition/recruitment reports and other materials for presentation to business leaders, senior HR leaders and other executives and makes recommendations to enhance the delivery of service.
Proactively researches best practice, trends, and employment legislation. Identifies opportunities to develop enhanced, streamlined practices and procedures for delivery of all talent acquisition services; relies on research findings to develop and recommend new/modified HR policies to address emerging business needs and ensure compliance with standards.
Leads a team of recruiters in the delivery of full cycle recruitment services to their respective client groups, providing guidance in assessment and forecasting of staffing needs, recruitment practice, management training, interview coaching, career counselling, and onboarding. Ensures services are carried out in compliance with HR policies, collective agreements, employment standards and other legislated requirements. Ensure compliance with Service Level Agreement. Promotes collaboration and teamwork with other HR Division employees, to achieve business outcomes.
Provides talent acquisition advice and guidance to business leaders and other stakeholders across the enterprise. Delivers the more complex recruitment services, including those related to senior management hires and implements strategies to support large scale operator recruitment. Collaborates with HR Business Partners in development of talent strategies and tactics for their respective business portfolios.
Addresses escalated recruitment/selection challenges, including oversight and participation in initial stages of job selection, appeals and grievances, involving preparation of supporting documentation, typically pertaining to the more complex issues.
Leads the RFP process for choice of vendors, develops relationships with third party recruitment agencies and staffing firms and administers related contracts.
Manages reporting staff, including selection, development, coaching, managing performance, assign/reviewing work and all other people management practices. Manages the casual pool staff.

EDUCATION AND EXPERIENCE

The requirements for this job are typically acquired through a degree in human resources or a related discipline, and six (6) years of progressively advanced experience in talent acquisition and recruitment. A professional designation (CPHR) is preferred.

OTHER REQUIREMENTS:

Advanced knowledge of the concepts, principles, practices, and current techniques pertaining to the human resources field with demonstrated expertise in talent acquisition, including related employer branding, workforce segmentation, comprehensive recruitment campaign planning, talent planning, recruitment and selection.
Advanced knowledge of the relevant policies, employment standards and other regulatory requirements as well as the provisions of the collective agreement.
Advanced interpersonal and communications skills to provide talent acquisition and recruitment advice and guidance to business leaders; and to collaborate with HR business partners and specialists.
Solid analytical, and problem-solving skills with the ability to influence and promote new ideas and processes.
Solid planning skills to develop, recommend and implement talent acquisition strategy and related policies, plans and processes.
Solid organizational and time management skills to effectively provide day-to-day oversight of functional activities and service delivery.
Solid analytical, problem solving and decision-making skills to assess escalated challenges and determine optimum solutions.
Solid supervisory and team building skills, including performance management.
Working knowledge of the relevant HR systems and modules, applicant tracking systems/databases, and standard office applications.
