KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of transportation and land use planning; transit planning principles; planning information systems; and analytical and research techniques and methodologies, normally acquired through a Bachelor’s degree in a related field (e.g., urban planning, civil engineering), plus progressively responsible related experience.
- Knowledge of and ability to comply with policies, procedures, collective agreements, legislation (planning, Highway Traffic Act, employment standards, health and safety), and the Regional Official Policies Plan and Transportation Master Plan.
- Analytical, organizational, continuous improvement, and problem solving skills to research, plan, and develop objectives and goals, taking a broad, long term perspective on growth and service demands.
- Leadership, negotiation, and human relations skills to negotiate with school boards, businesses, property owners, and providers regarding transit facilities; present to community and business groups; manage, develop, motivate, and support staff; present at open houses and public meetings; and participate as an effective team member.
- Ability to write Council, Committee, and project reports, policies, standards, letters, and other documents. Ability to read, interpret, and communicate management, planning, and transit documents, policy and procedure manuals, technical reports, and scientific literature.
- Computer skills with ability to use software such as Microsoft Office. Ability to manage the implementation and maintenance of major computerized transit applications.
- Ability to travel within Waterloo Region.

Responsibilities:
THE ROLE
Manages transit planning and development functions, including network design and integration, business plans, short and long-term transportation demand management plans, performance monitoring, policies and programs, infrastructure projects, fare strategies, light rail-bus integration, technology applications, and transit scheduling.
DUTIES/RESPONSIBILITIES
- Supervises a Supervisor of Transit Development, Supervisor of Transit Scheduling, Project Managers, Principal Planners, and System Administrators. Indirectly supervises additional staff. Administers contracts with consultants.
- Manages the development and implementation of 5-year transit business plans and network redesigns, including annual and short-term route and service level changes, transit priority measures, strategic plans, long-range forecasts, and fare policies.
- Develops strategic planning initiatives. Participates in the development and administration of divisional operating policies, long-range plans, work programs, and budgets.
- Manages the transit network integration of bus and rail, intercity services, and active transportation.
- Manages the planning and implementation of new transit passenger facilities, integrated bus stops at light rail stations, express station development, and annual bus stop improvements, including amenities (e.g., concrete pads, shelters, benches, real-time passenger information displays). Negotiates location, operating agreements, property, and cost-sharing issues with host sites (e.g., universities, shopping centres).
- Manages development of comprehensive service performance strategies, fare strategies, and transit service standards as it relates to financial performance, ridership, service level targets, and policy objectives.
- Manages the implementation and maintenance of major computerized transit applications (e.g., automated passenger information systems, vehicle and staff scheduling, electronic fare collection, operations systems, vehicle location and control, automated passenger counting).
- Manages the review and adoption of transit-supportive land-use and transportation planning and design policies and procedures.
- Manages the development of transit schedules, and ensuring effective, efficient route schedules and driver assignments.
- Manages and develops transportation demand management programs, and alternative service delivery and integrated urban mobility strategies. Manages transit development aspects of related public meetings, conferences, communication and promotional material.
- Manages consultant selection processes and contract administration. Reviews and negotiates work plans and budgets.
- Responds to the media and inquiries from the public on related service issues and concerns, and resolves same. Promotes transit priority, service, and ridership growth to internal and external stakeholders.
- Represents the Region and Department, and provides transit development expertise, on work groups and interdepartmental/interagency committees.
- Develops and monitors transit development components of the Division’s capital budget (e.g., expansion buses, technology, and infrastructure. Develops and monitors the passenger revenue budget. Approves bus driver wage budget. Collaborates with Finance for budgeting and procurement.
- Presents reports and responds to inquiries and complaints from members of Council.
- Provides information, recommendations, and presents to senior staff and politicians in area municipalities, businesses, interest groups, land owners, and the media. Discusses policy and operational issues with school boards.
- Exchanges information with the Ontario Urban Transit Association (OUTA) and Canadian Urban Transit Association (CUTA).
- Negotiates changes to development proposals with developers and consultants. Negotiates and arbitrates with the public, rate payer groups, property owners, and levels of government when projects impact their properties.
- Performs related duties as required.
