KEY QUALIFICATIONS:

  • University degree in a professional discipline relevant to the job function and/or relevant management experience or equivalent combination of education, experience, and understanding of the unique immunization needs of Toronto’s population. Registration with the College of Nurses is preferred.
  • Extensive experience in program planning, improvement and evaluation in a public health discipline.
  • Extensive experience identifying trends and proactively implementing new practices and/or processes in response to changing environmental factors that impact service delivery.
  • Extensive experience establishing performance objectives and measures to continuously improve performance and the standard of excellence within a multidisciplinary team.
  • Extensive experience delivering service and/or program design for Toronto’s diverse communities.
  • Considerable experience supervising and mentoring staff.
  • Considerable experience in stakeholder management to deliver effective services.
  • Highly effective in achieving successful outcomes with multidisciplinary teams and stakeholders and an excellent ability to anticipate and influence positive response to required change in a fast-paced environment.
  • Proven leadership and effective change management abilities.
  • Demonstrated excellent organizational, priority setting and planning skills with the ability to work under significant time constraints.
  • Strong verbal and written communication skills with the ability to produce effective reports and various written correspondence.
  • Demonstrated ability to successfully deliver complex, high-profile policy projects, including producing concise and effective reports, often under severe time constraints.
  • Knowledge of Ontario Public Standards affecting various populations within the City of Toronto including equity-deserving and Indigenous communities.
  • Highly developed communication skills, written and oral, analytical and conflict-resolution skills, interpersonal skills to build good internal/external working relationships.
  • An effective relationship builder that promotes and fosters teamwork and is able to influence and mobilize internal and external staff and partners to advance health equity.
  • Sound judgement and ability to handle matters of a confidential and/or sensitive nature, with minimum supervision.

  • Develops and implements detailed program plans that reflect target population needs and ensures services are designed to address public health impacts, divisional priorities, health inequities, emerging issues and community needs
  • Oversees assigned program components and monitors metrics to meet service and budget targets. In compliance with OPHS and protocol requirements
  • Analyzes and uses program performance data to identify issues, trends, gaps and designs innovative approaches leading to program improvement
  • Ensures the identification, development and adoption of IT systems to innovate programs activities, meet provincial requirements and support service performance
  • Develops and utilizes change management principles to support program improvements, including technology upgrades
  • Fosters and maintains strong collaborative relationships with internal and external customers to negotiate/coordinate service partnerships, advocate for program needs and support immunization promotion and uptake in Toronto
  • Provides strategic advice and decision support to senior management on the implementation of programs and services
  • Manages, motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, and promotes continuous learning and innovation
  • Participates in development of annual budget and oversees the budget to ensure that spending remains within approved budget limitations.
  • Manages program services complaints
  • Ensures policies and procedures meet professional standards and legal requirements, to protect the city from potential liability
  • Ensures staff/office compliance with all corporate and provincial legislation (e.g. Occupational Health & Safety), and professional standards of practice
  • Develops and monitors service contracts with outside agencies, ensuring the highest standards of health practice
  • Provides after hours on-call services, as needed to follow up urgent communicable disease and outbreak

Responsibilities:

Reporting to the Associate Director, the Manager Vaccine Preventable Diseases oversees the strategic planning, implementation, on-going provision of and evaluation of Vaccine Preventable Diseases program(s) in compliance with provincial legislation and city council directives and related to area of specialty, to address the needs of the population.
