The Marketing Program Manager is responsible for supporting the end-to-end lifecycle of moderate complexity, multi-channel marketing campaigns by providing project management and/or executional support. Under the direction of Marketing Leadership, the Marketing Program Manager administers the overall marketing strategies for various lines of business and strategic initiatives including, but not limited to, Medi-Cal, Medicare, Commercial and/or Quality campaigns and will be involved with marketing campaign deployments and communication of project deliverables. The Marketing Program Manager will oversee the initiation, planning, development and monitoring of marketing implementations to ensure on-time accuracy and fiscal sustainability and will act as a liaison between several functional departments for related activities to ensure projects and issues are tracked, updated and reported out as scheduled.

EDUCATION & EXPERIENCE

  • Bachelor’s degree in Marketing or related field from an accredited institution required.
  • Master’s degree from an accredited institution preferred.
  • A minimum of five (5) years of marketing or advertising agency account management with demonstrated experience managing complex projects in a cross-functional environment.

KEY QUALIFICATIONS

  • Expert knowledge of project management and cross-departmental coordination. Knowledge of marketing principles and practices, and an understanding of and sensitivity to a multi-cultural environment and community. Knowledge of health plan quality measures is desired.
  • Strong writing, interpersonal, project management, organizational and issues management skills. Strong skills in spreadsheet, database, presentation and word processing software.

Responsibilities:

  1. Consults with business units to determine key marketing initiatives and prioritize based on overall organizational strategic goals.
  2. Implements marketing strategies by ensuring initiatives are measurable and aligned with business goals while navigating a heavily regulated environment, to include partnering with Legal and Compliance to secure approval from federal and state regulatory agencies before marketing materials are distributed.
  3. Supports the strategy and leads planning for assigned marketing programs and phases across the entire consumer lifecycle by developing and managing marketing timelines so projects are delivered on deadline, on scope and on budget.
  4. Manages complex, high-priority business questions and inquiries and identifies and creates customer and market insights that can drive solutions.
  5. Oversees budget, tracks ROI on initiatives, evaluates effectiveness and identifies opportunities to optimize campaigns.
  6. Gathers details for budgets needed and helps resolve any issues as identified by Marketing leadership.
  7. Collects data sources, communicates with vendors, and manages infrastructure to activate the strategy behind all initiatives with follow up reporting on initiative progress, KPIs and campaign results to business partners, peers and leaders.
  8. Collects programmatic information, organizes a course of action and presents overall concepts to leadership for review/approval, to include authoring marketing briefs, media briefs, creative briefs, audience segmentation strategies and media plans to assist in the development of marketing campaigns.
  9. Serves as the primary point of contact for creative, media and other external agencies executing their campaigns and will work with external agencies and IEHP’s procurement department on contract and budget management.
  10. Under the direction of Marketing Leadership, responsible to work with the media agency on media plans and media buys, and with creative agencies on creative development and execution.
  11. Provides strategic counsel and executes project management best practices and tactics that align with business objectives/goals and submits and signs off on requirements for execution teams to bring marketing strategies to life.
  12. Collaborates with a large group of stakeholders across Marketing and IEHP business units to identify and ensure functional specifications and requirement documents are met by building relationships with business partners across the organization to define and establish appropriate marketing strategies and timelines to support business goals and objectives.
  13. Creates and maintains departmental marketing projects and materials, and assists in production, distribution, measurement and success tracking.
  14. Any other duties as required ensuring Health Plan operations are successful.
