Responsibilities:

GENERAL RESPONSIBILITIES

  • Under the supervision of the Early Head Start Home-Based Supervisor, the Maternal and Child Health Educator (MCHE) will perform duties in compliance with implementation of the US Department of Health and Human Services Head Start program performances standards.
  • The MCHE is primarily responsible for the case load of the Expectant Mother’s Initiative along with the guidance, training and technical assistance of the Health and Nutrition Coordinator or Nurse Consultant.
  • It is the expectation that programmatic services including recruitment takes place throughout the community as specified and designated during the week and some weekends, resulting in at least six completed recruitment applications for enrollment per month.
  • The MCHE will maintain a census of twenty-six (26) pregnant or postpartum women.
  • All vacancies to the program will be filled within thirty (30) calendar days of their occurrence.

ESSENTIAL FUNCTIONS

  • Carries out goals, policies and activities designed to implement standards and division objectives.
  • Develops forms needed for organizing an appropriate record keeping and reporting system and provides input regarding the development and implementation of policies and professional development.
  • Implements the Healthy Mothers and Babies or other Pre-natal and Post-natal curricula.
  • Identifies and informs parents, Expectant Mothers and staff of available community health and nutrition resources in coordination with other program staff.
  • Assist expectant mothers to their physician and Women, Infants and Children (WIC) appointments, schedule home visits as needed.
  • Completes monthly contact and/or home visits; maintain records, and document Family Engagement activities for expectant mothers.
  • Record monthly progress notes, referrals and assistance to high-risk expectant mothers.
  • Investigates health related issues as referred by staff, records findings and formulates plans based on child/family condition.
  • Promotes preventative health services and early intervention, monitoring and evaluation of activities with Early Head Start and Expectant Mothers Initiative.
  • Promotes in conjunction with other ECSD staff, active parent involvement in the total Early Childhood Education Program.
  • Will assist in determination of expectant mom’s financial eligibility for recruitment, enrollment, selection, and acceptance into the Early Head Start program.
  • Will determine if expectant mom has prenatal care within thirty (30) days of entry to the program and ensures that a Prenatal Medical Exam, Dental Exam, and Postnatal doctor’s visit are completed.
