Responsibilities:

THE ROLE

The Mechanical Engineer role is to support and deputise for the Lead Mechanical Engineer in the Property and Asset Strategy Team, on the installation and replacement of mechanical, public health and specialist building services across the buildings on the Estate. The post holder will develop lifecycle strategies for these services, be responsible for their Parliamentary design guides and standards, and lead research into new and emerging technology areas.

SOME OF THE RESPONSIBILITIES FOR THIS ROLE INCLUDE:

  • Lead and manage external consultants and contractors on specialist projects, ensuring effective project delivery.
  • Develop and maintain long-term strategies and lifecycle plans for mechanical engineering services across the Parliamentary Estate.
  • Conduct feasibility studies, develop project briefs, and manage mechanical infrastructure projects from design to commissioning.
  • Ensure compliance with regulations and standards and update the building services Design Guide to incorporate sustainability and accessibility.
  • Review and authorise changes in infrastructure design and maintenance, provide expert technical support, and sign off on new systems at handover.
    Skills and Experience

TO BE SUCCESSFUL IN THIS ROLE YOU WILL DEMONSTRATE:

  • Extensive experience acting as an onsite representative, overseeing the installation, monitoring, testing, and commissioning of complex mechanical services and equipment.
  • Strong ability to present and convey technical information clearly to lay audiences and provide accurate content for FOI requests and Parliamentary Questions.
  • Proven ability to influence stakeholders, contractors, and colleagues to achieve objectives without damaging relationships, promoting effective and respectful interactions.
  • Competence in managing multiple complex activities concurrently, with a thorough understanding of project delivery methodologies such as the RIBA Plans of Work.
  • Solid understanding of procurement processes, contract management, KPIs, standard contracts (e.g., NEC3), public procurement rules, and regulations related to listed buildings and safety.
