Description:

To support the Senior Medical Workforce Advisors in providing a professional and comprehensive service to medical and dental staff. The role will include:
Developing knowledge on junior doctor terms and conditions
Sickness absence monitoring
Assist in the design of rotas and check the designs put forward by medical staff, ensuring that there is compliance with New Deal and WTD (Working Time Directive)
Plan and organise internal process for junior doctor changeover through liaising with HEIW (Health Education & Improvement Wales / SLE (Single Lead Employer) to ensure that trackers and allocation tables are accurate and services informed of fill rates and gaps
Excellent communication, interpersonal, problem solving and organisational skills
Ability to work on own initiative and under pressure as well as part of a team
Problem solving skills and the ability to plan and organise complex activities ensuring that deadlines are met
Able to cope with high workloads and conflicting priorities remaining calm under pressure
Advise staff and managers on terms and conditions of service, WTD/ New Deal, maintaining up-to-date knowledge of changes to relevant Employment Legislation and best practice standards.
Monitor sickness absences of medical and dental staff & identifying any trends/ issues in sickness absences to the appropriate department and advise the Senior Medical Workforce Advisor in order that further action can be taken.
Maintain employee records both electronic and manual and ensure that they are stored appropriately
Ensure accuracy of information and advice when dealing with telephone and face to face queries
Ensure that the fixed term contracts/ visa expiry process is followed for all grades and work with the Medical Workforce Assistants to ensure that the work is equally distributed.
Be the main point of contact for HEIW/ Support SLE process
Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:
Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;
Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;
47 general practices (6 of which are managed practices), 45 dental practices (including 4 orthodontic), 96 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;
Numerous locations providing mental health and learning disabilities services;
Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.
Be the main contact for Less than full time trainees (LTFT), liaising with departments to discuss requests and agreeing
individual working patterns with trainees in line with their agreed contracted hours and ensuring the rota is compliant with both the Working Time Directive and New Deal
Plan and organise a number of activities to support the Single Lead Employer including:
a. communicate and update managers/ rota co-ordinators and Medical Education of junior doctors in training who will be starting, leaving and moving.
b. Update and maintain the allocation tables and changeover trackers ensuring that information is accurate and up to date so managers
are aware of what posts are filled/ unfilled.
c. Ensure that the SLE datasets are up to date and accurate ensuring that trainees pay bandings are correct.
d. Support the Pre-employment Checks (PECS) process for changeover in order that doctors can start on time to ensure patient safety and reduce the reliance on agency/ bank to fill gaps on emergency rotas. This will involve reviewing the PECS position provided by SLE at regular intervals in the run up to changeover, undertaking checks which will include right to work, GMC registration, DBS risk assessments, ID as well liaising with the Occupational Health team and advising departments of health clearance and any restrictions.
