REQUIRED QUALIFICATIONS
- Minimum of 3 – 5 years of relevant experience.
- Law degree and authorization to work as an attorney in the country where located.
- Bar member in good standing (if applicable in country where located).
- Knowledge of and experience working with international anti-corruption and anti-bribery laws, including the FCPA, UK Bribery Act, and similar Middle East & North Africa laws.
- Sound legal experience and a calm, confident, and practical solutions-oriented approach.
- Strong presentation skills and a team player mentality, with the ability to interact effectively and collaboratively at all levels in the Halliburton organization, including with internal clients, lawyers (in-house and in private practice), staff, and other professionals.
- 25 – 30% travel expectation.
PREFERRED QUALIFICATIONS:
- Multilingual candidates will receive enhanced consideration.
- Experience with business transactions and contract review.
- Experience working at a major domestic or international law firm representing multinational corporations or experience working for a multinational company.
Candidates having qualifications that exceed the minimum job requirements will receive consideration for higher-level roles (i.e., Senior Regional Compliance Counsel) given (1) their experience, (2) additional job requirements, and/or (3) business needs. Depending on education, experience, and skill level, various job opportunities might be available from Regional Compliance Counsel to Senior Regional Compliance Counsel. The selected employee will have the opportunity to grow within their role over time.

The MENA Regional Compliance Counsel is responsible for independently providing international compliance advice, guidance, and training to Halliburton’s business operations. The MENA Regional Compliance Counsel supports operations in the Middle East & North Africa region on diverse regulatory compliance issues as a member of Halliburton’s Global Ethics & Compliance group in the Law Department.
RESPONSIBILITIES
- Undertake a wide range of responsibilities, primarily involving the Company’s Code of Business Conduct (COBC), including, but not limited to, the following subject-matter areas: anti-bribery and corruption (ABC), fraud, local content, conflicts of interest, financial integrity, data privacy, international trade, gifts and hospitality, and charitable and political activities.
- Independently advise the Company on complex legal, regulatory, compliance, and policy issues related to business activities in the Middle East & North Africa Region, including matters addressed in the Company’s Code of Business Conduct (COBC); the FCPA, UK Bribery Act, and similar international anti-corruption laws; and third-party risk management, among other issues. Will be expected to effectively collaborate with vendors, customers, internal clients, and outside counsel with assistance from a supervising attorney.
- Oversee and perform risk-based due diligence associated with Halliburton agents and third-party vendors in the Middle East & North Africa region. Review and provide pre-approval for Business Hospitality, Social Commitments, and Conflicts of Interest disclosures.
- Serve as an integral member of multiple High Risk Country tendering committees, providing critical guidance and risk assessment to country management on potential vendors.
- Supervise a team of Local Ethics Officers (LEOs), who are business, operations, and support function employees that also perform part-time compliance and ethics training and similar initiatives throughout the region.
- Lead or participate in Compliance Reviews, compliance-focused audits of country operations.
- Oversee internal investigations and management of outside counsel.
- Regional and global travel to understand and learn Halliburton’s business, develop collaborative relationships with internal stakeholders, and effectively execute MENA Regional Compliance Counsel responsibilities.
The ideal candidate will be located in Dubai, United Arab Emirates.
