JOB DESCRIPTION

Panagora Group is a U.S. small business that provides technical and advisory services related to monitoring, evaluating, and learning USAID/Colombia’s strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
MELSA is conducting the performance evaluation of USAID/Colombia’s Private Sector Engagement (PSE). This evaluation aims to gather evidence about the results and lessons of USAID/Colombia’s Private Sector Engagement (PSE) and the sustainability of its interventions during the current Country Development Cooperation Strategy (CDCS) timeframe. In addition, this evaluation should outline the Mission’s PSE approach and provide evidence of good practices, opportunities for improvement, and course correction actions that can inform USAID interventions with a PSE component and the next CDCS (2025- 2030).
Since 2018, the Agency’s PSE Policy was launched, USAID/Colombia has prioritized and recognized the importance of aligning with the policy’s four principles: 1. Engage early and often; 2. Incentivize and value PSE throughout planning and programming; 3. Expand the use of USAID approaches and tools that unlock the potential of the private sector; and 4. Build and act on the evidence of what works and what does not in PSE. The proposed evaluation would cover USAID/Colombia’s alignment with the PSE policy and provide new evidence on the conditions, drivers, results, and sustainability of this approach.
As part of the evaluation team, MELSA seeks an agricultural economist (or related fields) with expertise in the milk and cassava value chains. The following are some of the key responsibilities and requirements for the position.

REQUIREMENTS

  • BA in economics, agronomist, political science, international development, international relations, business administration, or another relevant field.
  • Graduate degree in agricultural economics, economics, agriculture, rural development, international development, international relationships, development, public policy, or another relevant field.
  • More than seven (7) years of relevant experience.
  • Experience working on the milk and cassava value chains, production, processing, commercialization, market systems development, market-based solutions, organic fertilizers for agriculture, promotion of inclusive markets, and related issues.
  • Knowledge of the milk and cassava Colombian market, milk and cassava value chain, technical assistance in milk and cassava production, access to markets, market-systems development, use of organic fertilizers, and related issues.
  • Proven ability to deliver quality analysis, tables, written products, and explanations.
  • Advanced knowledge of written and spoken English.
  • Ability to conduct interviews and focus groups in Spanish.
  • Experience with USAID activities is desired.

Requerimientos:

  • Profesional en economía, agronomía, ciencia política, desarrollo internacional, relaciones internacionales, administración de empresas u otro campo relevante.
  • Posgrado en economía agrícola, economía, agricultura, desarrollo rural, desarrollo internacional, relaciones internacionales, desarrollo, política pública, u otro campo relevante.
  • Siete (7) años de experiencia relevante.
  • Experiencia trabajando con las cadenas de valor del sector lácteo y de la yuca, su producción, transformación, y comercialización, el desarrollo de sistemas de mercado, las soluciones basadas en el mercado, fertilizantes orgánicos para la agricultura, promoción de mercados inclusivos, entre otros temas relevantes.
  • Conocimiento en el mercado colombiano de la leche y la yuca, sus cadena de valor, la asistencia técnica en su producción, el acceso a los mercados, el desarrollo de sistemas de mercado, el uso de fertilizantes orgánicos, entre otros temas relevantes.
  • Capacidad demostrada para elaborar análisis, tablas, y productos escritos de calidad.
  • Conocimiento intermedio o avanzado del inglés escrito y hablado.
  • Capacidad para realizar entrevistas y grupos focales en español.
  • La experiencia en evaluaciones de USAID es preferida.

Responsibilities:

  • Lead the case study of USAID Global Development Alliance (GDA) Bitter Cassava for a Sweet Milk (BCSM) implemented by Colanta for answering questions 3 and 6, following the scope of work guidelines.
  • Review primary and secondary information sources related to the milk and cassava value chains, production, processing, commercialization, market systems development, market-based solutions, organic fertilizers for agriculture, promotion of inclusive markets, and related issues.
  • Participate in the qualitative instruments coding process and contribute with a thematic revision of the process in creating the codebook.
  • Support the qualitative and quantitative data analysis for the reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each evaluation question as requested by the team leader.
  • Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report
