Service Victoria is the one place to go for government services. It’s our job to make things easy. Our customers give our services an overall 96% satisfaction score, and our app was the most downloaded in Australia for 2021.
The Service Victoria culture is dynamic and fast-paced, we’re not what you’d expect from a government department. We work flexibly and remotely, using our workspaces in Footscray and Ballarat for onsite collaboration. We have a mature digital services platform of contemporary cloud-based infrastructure, technical architecture and scalable and reusable common capabilities, with real-time integration into agency legacy systems. We use a range of market-leading technology, such as AWS, Salesforce, Node.js, React, MuleSoft, Sitecore (.NET), HTML/CSS/JavaScript, and Java. From a Salesforce point of view, we use areas such as Service Cloud, Experience Cloud, Omni Studio and Public Sector Solution.
Service Victoria is an Administrative Office attached to the Department of Government Services (DGS). DGS was established on 1 January 2023 to improve everyone’s experience of doing business and interacting with the Victorian government.
Service Victoria and DGS are bringing important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.
We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

Technology group
The Technology Group within Service Victoria sets direction, governs, builds and manages the technology underpinning the digital services we provide to citizens.
The Technology Group is comprised of Technology Architecture, Software Engineering functions, Information Security, Infrastructure and Service Management.
The Key Technology principles within Service Victoria are: customer focussed, product-centric, modern architecture, industrialised delivery, scalable cost and reliable services.
About the role
In this role, you will oversee a team of developers tasked with creating innovative digital solutions for Android and iOS mobile platforms. The ideal candidate will demonstrate proficiency in managing people effectively and a comprehensive understanding of the intricacies involved in mobile development. Additionally, a proven track record in implementing agile delivery methodologies and exceptional communication abilities will be crucial for success in this position.

Key Accountabilities

  • Technical Expertise:
  • Solution Architect: Develop high-quality, maintainable, and scalable solutions that meet complex product requirements.
  • Coding Standards: Ensure adherence to established coding standards and best practices for efficient project delivery and maintainable codebases.
  • Technology Advocate: Proactively stay up-to-date with the latest iOS technologies, trends, developments, and advancements. Lead the team in adopting new technologies for optimal application performance.
  • Technical Leadership:
  • Develop and implement: Lead the development and implementation of high-quality, user-centric mobile applications for the iOS platform.
  • Problem-solving: Resolve complex technical challenges throughout the entire software development lifecycle (SDLC).
  • Technical Vision: Define and lead the team’s technical strategy, including design patterns, library reuse, testing frameworks, and deployment techniques.
  • Mentorship: Supervise junior developers, providing technical guidance and leadership. Foster their professional growth by contributing to the organisation’s overall technical capability.
  • Continuous Improvement: Champion a continuous learning and improvement culture within the development team.
  • Product & Business Acumen:
  • Strategic Thinking: Contribute to product planning by providing insightful and pragmatic technical advice that balances technical excellence with business objectives and quality requirements. Translate business needs into actionable technical solutions.
  • Opportunity Identification: Perform analysis to identify potential business opportunities within the mobile application landscape and recommend innovative technical solutions.

Key selection criteria

  • Deep Technical Knowledge: Strong understanding of Swift and Swift UI.
  • Experience working with core iOS frameworks such as Core Data, Core Animation, Core Graphics, and Core Text.
  • Communication & Influence: Excellent communication, influencing, and coaching skills, with the ability to explain complex technical concepts to a diverse audience (both technical and non-technical).
  • Technical Leadership: Proven ability to lead and mentor a team of developers, fostering a culture of collaboration and continuous improvement.
  • Coaching & Development: A genuine desire to assist team members in reaching their full potential through effective coaching and mentorship.
  • Problem-solving: Highly developed analytical and problem-solving skills for tackling complex technical challenges..

Experience and qualifications.

Mandatory requirements

  • Minimum of 7 years of demonstrably successful experience in iOS development using Swift, Swift UI, and SPM.
  • Demonstrated experience leading, mentoring and coaching a team of iOS developers, directly or indirectly, and embedding a culture of continuous improvement.
  • Experienced working in a fast-paced and dynamic environment, demonstrating flexibility and agility in response to evolving project needs
  • Strong interpersonal skills and emotional intelligence to resolve conflicts and build a positive team culture
  • Experience collaborating with back-end teams on the entire development lifecycle, ensuring mobile app compatibility and a user-friendly experience.

Desirable

  • AWS platform experience and exposure.
