LOCATION: This role is based in Africa hub locations - South Africa, Abidjan, Addis Ababa, Nairobi, Abuja, Lagos. (You must already have the right to work and live in the location you are applying for).
PRACTICE AREA DESCRIPTION
The Health Practice works with our clients to develop solutions aimed at improving the health of populations throughout Sub-Saharan Africa. Our region faces the challenges of the quadruple burden of disease, which includes both communicable and non-communicable diseases, as well as violence and injury.
Coupled with this are relatively weak health systems, heavy reliance on donor funding, and inequitable public and private sectors. Within this context, we provide experts with decades of experience in the design, implementation, costing, and evaluation of health programmes, and the strengthening of sustainable health systems.
We are currently organized across three service lines: Program Implementation and Support (PIMS); Research, Monitoring and Evaluation (RME), Health Financing and Economics (HFE). We expect to grow these and add others soon.
The team of about 74 is currently based in Johannesburg, Cape Town, Kenya, West Africa, East Africa, and Europe. We work across about 50 projects at any one time.
Our team has grown rapidly over the last five years and is spread across multiple countries in Africa and elsewhere. Our main clients include the Bill & Melinda Gates Foundation, UNAIDS and USAID.
The LEAP Local program, in which this position falls, is a five-year USAID Cooperative Agreement running from 2023 to 2028, working in multiple countries across Africa. The program is focused on placing long term technical advisors in National TB and other infectious disease programs. LEAP Local will contribute to the following objectives:
- Increase the capacity of the MOH or national health entity infectious disease and health programs to build an efficient, effective, and self-reliant system.
- prove programming that will strengthen the overall quality of infectious disease and health services for the entire population.
- Improve coordination between infectious disease and health program stakeholders involved in the country including USAID.
KNOWLEDGE MANAGEMENT (10%)
- Keep abreast of USAID MEL developments, procedures, and requirements and ensure that the Program Director is kept informed.
- Facilitate knowledge management through exchange of technical information and ideas, to collaborate on cross-cutting issues, provide effective collaboration among actors in the MEL and promote program/project synergies.
- Oversee the distribution and storage of information and knowledge within the project in compliance to USAID and Genesis policies.
EDUCATION
Master’s degree in Statistics, Monitoring and Evaluation, Mathematics, Economics or related degree.
PRIOR WORK EXPERIENCE
Minimum of 7 years of professional experience in monitoring and evaluation and learning (MEL). Experience in international programming, project design, performance monitoring, and/or the analysis and interpretation of large amounts of data is required.
JOB KNOWLEDGE SKILLS AND ABILITIES
- Demonstrated experience in designing and implementing M&E plans, developing data collection tools and protocols, and analyzing and reporting data.
- Experience in program/project/activity management and experience working with a broad range of stakeholders in MEL.
- Strong analytical skills and ability to translate complex data into actionable insights.
- Ability to work collaboratively with project teams, donors, and external stakeholders.
- Sound understanding of USAID and other donor M&E requirements and standards.
- Excellent written and verbal communication skills in English
Responsibilities:
TECHNICAL REPRESENTATIONAL DUTIES (5%)
- Provide expert MEL guidance in internal and external strategy discussions, including active engagement across USAID sectors.
- Maintain relationships with a wide range of contacts and other stakeholders as related to MEL and represent the program at internal and external events and various audiences.
