The “Joint Programme on Inclusive, Competitive and Responsible Digital Philippines or Digital-PINAS aims to leverage digital innovation for inclusive growth and resilience, aligning with UN frameworks and Sustainable Development Goals (SDGs). It addresses digital disparities among marginalized groups through a three-pillar strategy: enhancing MSME capabilities, improving digital access, and fostering gender-responsive policies.
The JP brings together a coalition of partners, leveraging the strengths and resources of Participating UN Organizations (PUNOs) — United Nations Development Programme, International Labour Organization, and the International Trade Centre — under the auspices of the UN Resident Coordinator, alongside key government agencies. With a multi-stakeholder approach, collaboration with local governments, the private sector, civil society, and international donors ensures alignment with national priorities.
UNDP is looking for a Monitoring, Evaluation and Learning (MEL) Analyst for the Joint Programme – Digital PINAS, who will form part of the Joint Programme Management and Coordination Unit (JPMCU) based in Manila. The MEL Analyst will develop, implement, and manage the M&E system and processes within the Joint Programme. This involves working closely with the Joint Programme PUNOs, UNDP Country Office’s Results and Quality Team (RQT), and UNDP Institutions and Partnerships Programme (I&P) Team, Impact Advisory Team, and other stakeholders.
Duties and Responsibilities
Under the overall supervision of the Joint Programme Coordinator (Project Management Specialist), and working closely with the rest of the members of the JPMCU with oversight from the Institutions and Partnerships Programme Team, the MEL Analyst will:

Develop M&E and Learning system and plan to support the effective and efficient implementation and monitoring of the joint programme workplan:

  • Substantially contribute to the development of multi-year and annual work plans with budgets;
  • With the support of I&P Programme Team, RQT and the PUNOs, review and update as needed the Theory of Change, Results and Resource Framework, M&E and Learning plan and Risk Log ensuring alignment with program goals and donor requirements following UNDP policies, guidelines and tools
  • With the support of UNDP CO- Digital Services Analyst, develop and maintain the project’s M&E database to record participants from events and provide appropriate reports reflecting project’s indicators.
  • Develop the M&E system with the support from JPMCU, and in close collaboration with the JP PUNOs, setting up standard procedures and processes to ensure credible, reliable, timely and cost-effective monitoring data needed to inform ongoing management decisions, strategic planning, learning, and uphold accountability.
  • Develop monitoring tools and forms and provide technical guidance to the JPMCU to record the achievements of the joint programme’s major activities.
  • Set up online archiving of activity deliverables and evidences.

Undertake analysis, coordination, and reporting to ensure wide dissemination of Joint Programme’s results and findings.

  • With the support of the Joint Programme Coordinator, collaborate with the I&P Programme Team and prepare corporate and donor requirements for the project ensuring timely and quality submission of reports, ensuring that progress is highlighted, impact documented, gaps identified, and corrective measures recommended;
  • Prepare the Joint Programme Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and present the findings to identify follow-on actions for consideration of the Joint Programme Steering Committee.
  • Develop an M&E and Learning database and dashboard that highlights the deliverables against the Output Indicators.
  • Provide support to the JPMCU to identify M&E related challenges and develop a methodology to resolve the issues and improve the capacity;
  • Organize follow through M&E and learning sessions for the relevant stakeholders and partners, supporting them on the use of monitoring techniques.
  • Work with other UNDP Philippines programs, UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues; and,
  • Undertake regular field monitoring activities to the joint programme sites in collaboration with component leads and provide monitoring reports on progress.

Support to knowledge creation and management, stakeholder engagement and effective relationship building with key partners.

  • Lead and coordinate joint programme evaluations, including end-of-program evaluations to assess impact and effectiveness.
  • Liaise closely with the UNDP Communications Team, Project Communications and Knowledge Management Analyst, and JP PUNOs to plan launches, events and other activities designed to bring attention to the results and findings of the program;
  • Background research on thematic areas related to the project and drafting of relevant program briefs;
  • Support to the draft of terms of reference and recruitment and management of national and international consultants, subject matter experts, consulting firms, and other such resources
  • Contribute to the program’s visibility in UNDP’s social media accounts and website through articles, blogs and other social media content;
  • Support in building and maintaining an effective relationship with key partners and stakeholders, including the JP Steering Committee and Technical Working Group

Provide additional support to the Program Management Office and the Programme Team upon the request of the Project Manager/ Coordinator.

  • Act as deputy in absence of the Joint Programme Coordinator and ensure that the joint programme status and deliverables will remain on track.
  • Prepare other program requirements, such as the activity designs, briefing notes, talking points, one-pager, slide decks, among others
  • Provide technical support in organizing Joint Programme meetings including Steering Committee and Technical Working Group meetings, and other JP stakeholders, including government and private sector partners.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Business Management, Public Administration, Finance, Economics, Information Management, or related area is required, or
  • A first-level university degree (Bachelor´s degree) in fields mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Up to two (2) years (with master’s degree) or minimum two (2) years (with bachelor’s degree) of progressively responsible administrative or program experience is required at the national or international level
  • At least four (4) years of experience in program development and management, monitoring and evaluation; policy and systems reforms; business process; information and knowledge management; and/or implementing a development program related to local e-governance and/or public sector digital transformation will be an advantage.
  • At least two (2) years of demonstrated strong experience in M&E capacity including preparation of program delivery or progress reports, financial reports, and program monitoring reports, among others is required.
  • Knowledge on basic information and communications technology (ICT), Microsoft Office (especially Excel), M&E tools (KoboToolbox, ODK, PowerBI), and finance management system used by UNDP would be an asset.
  • At least 2 years previous working experience in the UN system or with international organization at local or international level is an advantage
  • Program management and/or M&E professional certification or equivalent will be advantageous
  • Knowledge and experience in Data Analytics will be advantageous

Required Languages:

  • Fluency in English and Filipino is required.
