Proposal Summary:
MSI is pursuing the anticipated follow-on to the USAID/Colombia Responsive Governance (RG) activity. Working in close coordination with USAID/Colombia, the activity aims to 1) strengthen governance and peace accord implementation, 2) public financial management, decentralization and citizen participation, and 3) effective public service delivery and oversight in conflicted-affected municipalities.

POSITION SUMMARY:

MSI is seeking a MEL Director to coordinate and manage the monitoring, evaluation, research and learning activities, and provide management oversight and quality control of all MEL activities under the anticipated USAID/RG Activity. This will be a full-time position based in Bogota, Colombia. This position is contingent upon award.

Qualifications:

  • Master’s degree in a relevant field, such as international development, political science, sociology, statistics/social research or similar required.
  • Minimum of five (5) years’ experience in monitoring and evaluation and/or learning with experience designing and implementing M&E systems and developing indicators for international development projects. Experience working on USAID-funded projects preferred.
  • Ten (10) years of professional relevant work experience required, predominantly in international development or related work.
  • Expertise in at least one of the M&E-related activities such as statistical analysis, impact analysis, performance evaluations, instrument design and management or in learning.
  • Experience developing and managing MEL plans and data collection systems; writing M&E reports; and building the M&E capacity of field staff and local organizations/grantees.
  • Experience designing and integrating CLA systems, processes and staff culture.
  • Proficiency in Microsoft Office skills (Excel, Word, Outlook and PowerPoint) required. Experience with Geographic Information System (GIS), imaging, mapping applications in Colombia a plus.
  • Demonstrated experience integrating considerations of inclusion of youth, gender, ethnic and other marginalized groups into MEL indicators and systems required.
  • Demonstrated strong communication and problem-solving skills, results-oriented, flexible and resourceful in changeable contexts.
  • Spoken and written fluency in Spanish and English required

Responsibilities:

  • Provide overall leadership on the development of the MEL Plan, performance indicator reference sheets, results reporting, etc with support from the MSI home office and project leadershiop.
  • Design or aid in the design of performance management and monitoring systems, and evaluation methodologies and/or tools.
  • Oversee coordination and implementation of MEL across Bogota and multiple regional offices ensuring completion of all MEL RG responsibilities
  • Provide capacity strengthening support and mentorship to MEL and field staff in methodologies, data collection, data integrity, analysis, reporting, development and dissemination of reports and learning products following USAID requirements.
  • Provide other specialized services including coordination with USAID Colombia and timely reporting on the “Monitor” online monitoring and evaluation (M&E) system.
  • Provide M&E quality control and technical and capacity-building support to field-level grantees and their activities under RG.
  • Provide guidance to grantees and subcontractors’ staff to provide proactive feedback on the status and quality of their reporting.
  • Support the institutionalization of a collaborating, learning & adapting (CLA) approach, fostering a learning culture, and facilitating evidence-based decision making and innovation with RG staff and partners.
  • Support roll-out and monitoring of USAID special initiatives and RG contributions and results related to localization, the Regional Integration Strategy (RIS), Peace Accord implementation, Gender Equity and Social Inclusion (GESI)
