The Monitoring, Evaluation, and Learning Officer will oversee coordinated monitoring and evaluation efforts for the program, including data collection and analysis to develop reports and data visualizations that communicate impact and progress towards identified programmatic and organizational outcomes to a variety of internal and external stakeholders. The Monitoring, Evaluation, and Learning Officer will also support data management and related systems.

YOUR BACKGROUND & SKILLS

  • Bachelor’s Degree.
  • 3+ years of relevant experiences .
  • Proficiency and experience using basic data software and data management activities (experience with applications such as MS Excel, MS Access, R, SPSS, or others).
  • Experience working in and/or interest in developing capacity for project systems including Salesforce, Alchemer, Mailchimp, Canvas, or similar.
  • Experience working in and/or interest in developing capacity for data visualization tools, such as Power BI, Tableau, Google Data Studio, or similar.
  • Experience working in and/or interest in developing capacity for qualitative analysis tools including Dedoose, NVivo or similar.
  • Experience in mentoring, coaching, or other relevant leadership development work with young professionals, preferred.
  • Familiarity with Department of State grants and regulations, preferred.
  • Demonstrated interest in and understanding of sub-Saharan Africa and recent developments in the region, preferred.
  • Availability to support scheduled program activities in the evenings and on weekends.
  • Skills may vary based on program, project, or practice needs.
  • High-level proficiency in Excel, including use of pivot tables, formulas and charts, required.
  • Strong analytical skills and experience with statistical analysis software, required.
  • Demonstrated ability to plan strategically and creatively to meet specified objectives with strong ability to anticipate challenges and generate solutions.
  • Strong interpersonal and cross-cultural communication skills.
  • Demonstrated writing and document proofing skills; able to produce near final draft quality communication and documents.
  • Professionalism in written correspondence and report writing, excellent presentation and oral communication skills, and professionalism in senior level client or partner relations.
  • Excellent organizational skills and ability to manage multiple tasks with a high degree of accuracy and attention to detail, including the ability to prioritize.
  • Demonstrated capability to work independently and as a team member to consistently take initiative, meet deadlines within strict time constraints, and maintain positivity and flexibility.
  • Must demonstrate valid proof of unrestricted authorization to work in the United States.

Responsibilities:

  • Support Manager in managing all aspects of the project’s MEL plan and ensuring timely, accurate, and thoughtful completion of deliverables.
  • Oversee the design, development, and deployment of data collection instruments and provide support to team members in gathering and deploying data.
  • Responsible for the collection and management of Fellow evaluative data.
  • Oversee project data analysis and lead the design, writing, and editing of reports.
  • Collaborate closely with team members on data management.
  • Collaborate with team to ensure findings from impact data analysis are effectively communicated through social media, the project website and Data Gateway, impact one-pagers and other forums.
  • Update program indicator results in IREX’s central database (ActivityInfo) and ECA’s database (MyGrants) as needed for internal and external reporting.
  • Analyze and synthesize project data to capture and report on impact, lessons learned, best practices and trends.
  • Identify, test and improve new MEL approaches, tools and training and build capacity internally on the project to support in these efforts.
  • Liaise with funders and stakeholders (i.e. IREX internal initiatives) upon request.
  • Lead internal learning, reflection and knowledge sharing around project impact.
  • Draft and collaborate with the NBDU team on any non-competitive continuation agreements or recompete proposals.
  • Support, as available, other proposal efforts with MEL attachments.
  • Reconciling purchases for MEL-related charges to the program.
  • Supporting procurement process for MEL-related services.
  • Represent IREX and the project through participation in events and conferences and public outreach.
  • Manage project participation in major external and internal evaluations.
  • Travel in support of project impact evaluation, project-level MEL design and implementation, proposal development, or training.
  • Contribute to a positive team environment adhering to IREX’s organizational values and management principles.
  • Proactively support IREX’s Diversity, Equity, and Inclusion (DEI) efforts.
  • Represent IREX and Leadership Practice areas of interest both within and outside of IREX.
