Description:

CONTEXT

GGGI works in the Andean Region through Colombia, Ecuador, and Peru in-country programs collaborating with governments to promote green growth policies and investments.
GGGI collaborates with the Government of Peru to scale green growth efforts through partnerships with key ministries, including the Ministry of Environment and the Ministry of Economy and Finance. GGGI implements Key initiatives include the Climate Finance Strategy and Green Finance Roadmap (funded by the Green Climate Fund) and a biodiversity conservation project for the Amazon (starting in 2025, supported by UK PACT).
GGGI has been working with the Government of Colombia to advance sustainable development through collaborations with ministries like the Ministry of Environment and Sustainable Development, Ministry of Agriculture, Ministry of Treasury and Public Credit, and other key entities like Bancamia and Finagro. GGGI Colombia has significantly expanded its reach by adopting a portfolio-based approach. It works on various scales to implement Sustainable Forests, Solar PV, Climate-Resilient Agriculture, Climate Action, and Green Investments. Projects emphasize fostering public-private partnerships at both national and subnational levels. These efforts are integral to addressing climate change and promoting renewable energy and sustainable agriculture practices across the country.
In Ecuador, GGGI collaborates with the Ministry of Environment, Water, and Ecological Transition (MAATE) and the Ministry of Economy and Finance to drive climate-resilient, low-carbon development. Efforts are centered around Mobilizing Climate Finance and Private Investments and Nationally Determined Contributions (NDCs) to enhance climate action and sustainable development.
Across the Andean Region, GGGI’s activities have grown substantially, requiring systematic monitoring and reporting aligned with corporate and programmatic frameworks. Additionally, supporting the resource mobilization pipeline is critical for ensuring sustained impact and efficient implementation of projects across these countries.

POSITION SUMMARY

Based in Lima, Peru, the MEL Senior Assistant will support quality results-based management (RBM) within the Andean region by operationalizing GGGI’s MEL framework. S/he will also support the project design of logframes for resource mobilization efforts in the Andean Region (Colombia, Ecuador, and Perú).
The MEL Senior Assistant will support the development and implementation of the MEL plan of the Project “Accelerating Biodiversity Conservation in the Peruvian Amazon: Innovative and Inclusive Financial Mechanisms for a Sustainable Peru” in which GGGI collaborates with UK PACT. This position will report to the Monitoring, Evaluation and Learning Associate of the Andean Region based in Peru and work closely with internal staff and relevant partners as required.

QUALIFICATIONS

  • Must be a Peruvian citizen or a foreigner holding a valid Work Visa.
  • A bachelor’s degree in economics, project management, development studies, monitoring and evaluation, environmental science, climate change, sustainable development, or a closely related field is required.
  • At least two (2) years of progressive professional experience, preferably at least 1 year in in MEL roles, specifically familiar with logical frameworks, monitoring and reporting systems, and MEL plans for development projects.
  • DESIRABLE experience working on MEL plans and frameworks and analyses using appropriate software, undertaking research, primary and secondary data collection, analysis.
  • Experience and knowledge in climate change or related field will be an asset
  • Strong database management skills and proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Familiarity with MEL-related software and tools for data collection, analysis, and reporting (e.g., Open Data Kit, Kobo Toolbox, Ona) is desirable
  • Familiarity in creating and managing xls forms and using qualitative and/or quantitative analysis tools such as NVivo, SPSS, or R is desirable.
  • Advanced written and oral communication skills in both English and Spanish are required.
  • DESIRABLE Familiarity with green growth issues, climate change, government affairs, economic development, and policy-related initiatives is desirable.

Responsibilities:

The position contributes to GGGI’s mission by supporting the Andean Region to deliver on its MEL commitments. In that sense, the tasks of the position will be nearly evenly divided between support to technical MEL delivery and administrative responsibilities. They include but are not limited to:

  • Assist in timely and high-quality reporting according to the donor and GGGI requirements.
  • Ensure integrity, timeliness, and quality of monitoring and reporting according to the donor’s requirements and GGGI’s Rules, Regulations, Guidelines, and systems.
  • Support in the development and implementation of MEL Plans that outline monitoring activities, data collection tools, etc.
  • Support designing and execution of data collection, systematization, and analysis to assess project progress, results, and impact of projects.
  • Support the design of monitoring tools for the project
  • Support the development and presentation of funding proposals to donors for the countries in the Andean Region by facilitating the development of the Theory of Change and the log frames.
