Description:

The Institute of Tropical Medicine (ITM) is internationally recognized as a center of excellence for education, research and service delivery in the field of tropical medicine and public health in low and middle income countries (LMIC). Its international cooperation activities are mostly supported by the Belgian Directorate for Development (DGD) under the Multiyear Programme (2022-2026) which currently includes (1) institutional capacity strengthening programmes with 24 partner institutions in 12 LMIC countries, (2) a scholarships programme, (3) policy support to (mainly) Belgian development actors, including the Belgian ministry of foreign affairs and (4) synergy activities with other institutions of higher education.
The programme has reached the half-way point: final strides to reach the objectives are being defined while the design of a next multi-year programme is on the horizon. ITM’s International Cooperation Office coordinates, supports and promotes all capacity sharing activities and supports the academic promotors to implement the programme activities. It will have a pivotal role in the design of the next programme, facilitating the process and building on the expertise in the three academic departments of ITM.
Other key partners are the Flemish Government, the European Union and a number of international organisations and foundations. In the framework of the partnership with the Flemish Government, ITM actively supports the health system in Mozambique.

Responsibilities:

THE TASKS OF THE INTERNATIONAL COOPERATION OFFICE ARE :

  • Programme design, programme management and support to academic promotors during the whole project cycle Management of internal and external networks
  • Policy Advice to the ITM management, academic council and board of directors
  • External relations with partner institutions, current and prospective donors
    The International Cooperation Office contributes to the conceptualization, implementation and quality assurance of ITMs international cooperation policy, is the driver of methodological innovations and networking with other actors in the field of science & education for sustainable development.
    The International Cooperation Office is part of the central academic offices and is seeking to recruit a Monitoring and Evaluation Policy Officer. The policy officer will report to the head of the International Cooperation Office and will collaborate closely with departmental and central units involved in capacity strengthening activities, education, research and management.

YOUR ROLE

  • Lead the Monitoring & Evaluation for the International Cooperation programmes at ITM
  • M&E of the Belgian funded multi-year programme, including the further development of the evaluation plan in line with new donor guidelines.
  • Advise on MEAL methods in other projects or programmes during design and/or implementation phases.
  • Review (and where relevant) improve existing M&E (& Learning) instruments
  • Be on the look-out for relevant innovations in M&E practices that can further help the monitoring and evaluation contribute to the positive impact of the programmes
  • Programme design, management and support to academic promotors
  • You will actively participate in management of ITM’s capacity strengthening programmes throughout the whole programme cycle, with a focus on Monitoring, Evaluation and Learning. You will offer methodological and management support to academic staff both at ITM and partner institutions regarding capacity strengthening activities, projects and programmes.
  • You may be asked to follow-up and support specific projects or initiatives with planning, methodological and strategic decision making, partnership strategies, …. This includes a number of country or thematic programmes of the ITM-DGD Multiyear Programme.
