Description:
POSITION DESCRIPTION – COMMUNICATION SYSTEM (MOSWIN) MONITORING ANALYST
The Missouri Statewide Interoperability Network (MOSWIN) Special Assistant is responsible for serving as a member of the Missouri Interoperability Center (MIC) team, the objective of which is to provide and support communication in Missouri’s emergency responder community. The primary duties include supporting local and state agencies in their communications needs, analyzing alarms and data, providing training and outreach, and updating MOSWIN information both in virtual and print media. This position is directly responsible to the MOSWIN Assistant Director.
JOB DESCRIPTION:
- Be familiar with all MOSWIN policies and procedures.
- Ensure system users are following policies and procedures.
- Be a representative of the MIC - Missouri Department of Public Safety by providing training and outreach through educational opportunities and participating in conferences and workshops.
- Be an attentive resource for local agencies, MOSWIN member agencies, and other state/federal agencies.
- Be available to assist in supporting local agencies as they transition to the MOSWIN system for operable and interoperable communications.
- Assist other departments and local agencies, during times of emergency, to support their communication needs.
- Maintain analytical mindset with a detail-oriented focus.
- Be accountable for accuracy of work and possess the necessary patience and diligence.
QUALIFICATIONS:
Applicants for this position must possess:
- A two-year technical degree and two years of relevant work experience in two-way radio communications or network/IT monitoring OR
- Four years of relevant work experience in two-way radio communications or network/IT monitoring.
Experience in public safety radio, computer networking, and MOSWIN preferred.
Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.
KNOWLEDGE, SKILLS & ABILITIES:
- Ability to work as a team member and independently on projects while keeping open lines of communication.
- Capable of quickly adapting to changing incidents through prioritization and dynamic problem solving in a professional manner.
- Strong written and verbal communication skills and the ability to manage time efficiently.
- Ability to effectively communicate MOSWIN policies and procedures to the general public and current users.
- Actively participate in all training and exercises.
- Ability to utilize computer applications and complex monitoring tools to:
- Identify root causes of alarms
- Identify ongoing site connectivity issues
- Assist agencies with emergency alarm activations
- Remotely monitor contractor work at tower sites
- Attempt to resolve equipment alarms
- Capable of using discretion and sound judgement in carrying out job duties in rapidly changing work conditions and assignments.
- Ability to respond to the MIC or other location in a reasonable time period.
- General network knowledge and TCP/IP troubleshooting.
Responsibilities:
- Monitor system diagnostic applications
- Analyze alarms for detrimental system impacts
- Conduct initial triage, investigation and resolving of alarms using established procedures, tools and monitoring platforms
- Escalate and collaborate with MO DPS MOSWIN System Administration on unresolved system impacting issues
- Notify utility service providers of outages and monitor for restoration of services
- Work with field personnel on alarms
- Answer system calls and works with system users to report or resolve issues
- Create service tickets when requested by customer or in response to a received alarm in the monitoring system
- Where possible, proactively identify and diagnose detrimental system impacts and use organizational knowledge to recommend solutions
- Participate in shift rotations to provide coverage of the MOSWIN system network operations center
- Maintain a continuous learning mindset and a passion for staying up to date with the latest system technologies
- Provide detailed diagnosis and recommendations, in this highly technical position, to MO DPS MOSWIN System Administration in reference to system performance including master sites, remote sites, system load studies, dispatch operations, and subscriber performance
- Be willing and able to complete all other duties and responsibilities that may arise related to the MOSWIN system or interoperable communication
