Oregon Housing & Community Services (OHCS) is looking for an analytically minded team member to help support the Affordable Rental Housing (ARH) Division’s Portfolio Team as a Multifamily Program Analyst. Come join us to do invaluable work helping provide affordable multi-family rental housing to all Oregonians!
MINIMUM QUALIFICATIONS
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Affordable Rental Housing- Portfolio Support Team
Oregon Housing and Community Services (OHCS) provides stable and affordable housing and engages leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians. OHCS’s vision for the state is that all Oregonians have the opportunity to pursue prosperity and live free from poverty.
OHCS’s Affordable Rental Housing division provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing division administers a host of high-profile state programs with a high level of visibility to state elected officials. The Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the financial underwriting to develop new multifamily affordable rental units and for the acquisition and rehabilitation of multifamily affordable rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 State Contracts to ensure effective provision of thousands of affordable rental homes for the state of Oregon. The division oversees complex real estate transactions, manages risk, and facilitates financing to reach a diverse array of communities and stakeholders to best meet Oregon’s affordable housing needs.
The Portfolio section manages the large portfolio of affordable housing properties that the state has funded. The Portfolio section is responsible for the compliance monitoring of this portfolio of properties through the compliance period associated with the funding sources that have been put into the properties. The Portfolio Support team aids the portfolio section in the work to manage the large portfolio of projects by, establishing internal and external training, documenting process for consistency and transparency, creating and updating manuals, rules, and other documents.

Responsibilities:
The Multifamily Program Analyst requires in depth knowledge of multifamily programs and will analyze and formulate compliance standards and procedures through research and interpretation of state and federal program rules and regulations as they apply to OHCS’ affordable housing portfolio. This will be considered as a leadership position that will provide technical assistance to internal staff and external partners, and relied upon to interpret program rules and regulations, and provide guidance to those who work within these programs. This position is also responsible for creating, updating, and maintaining multifamily compliance manuals, forms, policies/procedures, and developing training modules for internal and external partners.
