Description:
Reporting to the Drainage Superintendent, the Drainage Analyst will perform duties under the Drainage Act to assist the Superintendent in the creation, maintenance, and improvement of Municipal Drains. This position is in support of the municipality’s vision and mission through the provision of exceptional customer service to residents, the public and internal departments.
EDUCATION AND QUALIFICATIONS
Education
- Community College Diploma in Office Administration (or better).
- Completion of the AMCTO Municipal Administration Program, or willingness to complete the same.
Experience
- Must have a minimum of 3 to 4 years’ experience in a government environment.
- Municipal experience in drainage matters is preferred.
- Experience in Finance would be an asset.
- Experience in reading and interpreting construction specifications and drawings would be an asset.
- Must have experience demonstrating effective written and oral communication skills, excellent interpersonal, organizational, analytical, communication, planning, presentation and problem-solving skills.
- Proficient with Microsoft Office, including Excel, and using GIS Mapping Software.
- Willingness to become an active member of the Drainage Superintendent’s Association of Ontario (DSAO) to gain knowledge and receive professional development.
Responsibilities:
Administrative Duties
- Author Council reports and attend Council meetings, site meetings and PIC’s as required after hours.
- Prepare required by-laws for submission and presentation to Council.
- Assist in the review and acceptance of Drainage Act applications, such as New Petition Drains, requests for repairs and improvements, and new culvert installations.
- Assist with interpretation of regulations and information to staff, engineers, lawyers, real estate agents and general public.
- Create all public notices for site meetings, meeting to consider, court of revision and PIC (public information session) meetings all within legislative timelines.
- Administer the approval process for all agencies for when permitting is required i.e. Department of Fisheries and Oceans (DFO), Essex Region Conservation Authority (ERCA), and the Ministry of Natural Resources and Forestry (MNRF).
Tendering Capital and Maintenance Projects
- Author the creation of tender documents for procurement of construction, maintenance and engineering services.
Records Management
- Responsible for the overall records management of the division.
- Create an electronic process for drain maintenance.
Development and Planning Review
- Consult with Planning, Clerks, Solicitors, Engineers, Contractors and the general public on a daily basis relating to drainage projects as a result of development.
- Provide and administer drainage conditions for various development applications including building permits, minor variances, severances, etc.
- Assist in the creation of mutual drain agreements as conditions of severance.
- Liaise and/or assist GIS technician to ensure any changes to town drainage infrastructure are captured in GIS mapping software.
Tile Loans
- Administer the overall process of the Tile Loan Act. From assisting applicants with initial application and associated fee, by-law and loan amortization for Council approval.
Financial
- Calculate assessment schedules with final costs of all completed projects.
- Prepare and issue invoices for all complete projects based on assessment schedules and submit all documents related to drainage specific grants to the Province, add assessments to tax roll.
- Create drain apportionments in accordance with Section 65(6) of the Drainage Act.
- Other duties as assigned.
