KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of civil engineering technology, road design, watermains, sanitary/storm sewer system design, construction procedures, estimating principles, technical drawing layout/design, math/reading/writing skills, and the interpretation of legal survey plans acquired through a 2-year college diploma in Civil Engineering plus 3 years of related experience or equivalent (e.g., a 3-year diploma in Civil Engineering plus 2 years of related experience).
Eligibility for membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) in Civil Engineering, or equivalent.
Knowledge of and ability to follow corporate policies and procedures; transportation association’s policies, procedures, guidelines; highway/urban road design principles; international airport regulations and related standards/legislation (e.g., Ontario Provincial Standards, design guides, Highway Traffic Act, Occupational Health & Safety Act, Environmental Assessment Act, AODA).
Communication skills to discuss project design information with other staff/management; review engineering drawings/designs submitted for Ministry approval; discuss omissions and infractions with other staff and contractors; respond to requests for information from internal/external contacts; and participate as an effective team member.
Ability to read and interpret correspondence, technical reports, journals, topographic maps, legal documents/survey plans, and policy/procedure manuals. Ability to translate design requests and specifications into design drawings and presentation materials for varied audiences; interpret design requests/specifications; produce engineering designs/drawings (including related alternatives and impacts); and document work processes.
Computer skills using software such as computer aided design software (e.g., AutoCAD—Civil 3D), graphics design applications, database management software, Microsoft Office, and GIS to produce civil engineering designs/3D modeling/drawings and design/manipulate spreadsheets for customized design calculations.
May be required to alter working hours to attend public consultation meetings. Is requested to work evenings and weekend hours to meet deadlines.

Responsibilities:
THE ROLE
Designs roads, sewers, watermains, and related municipal infrastructure for construction located on Regional roads, at landfill sites, and at the airport. Prepares detailed design drawing and quantity calculations for contract documents.
DUTIES/RESPONSIBILITIES
Assesses new infrastructure projects and plans pre-engineering, functional, and final contract drawing requirements, in consultation with management/Project Manager.
Reviews, processes, and modifies raw survey data from total station and GPS to produce topographic base plans. Visits sites and takes existing condition photographs to verify topographic base plan data.
Interprets and integrates information from legal survey plans, historical documents, utility locates, GIS datasets, and engineering drawings form area municipalities and utility companies, with topographic base plan.
Develops functional engineering design alternatives for infrastructure projects, project team assessment, and public review. Participates in project team meetings to discuss project alternatives.
Designs roads and intersections including roundabouts, bike lanes, sidewalks, multi-use trails, watermains, sanitary and storm sewer pipe systems. Creates computerized 3D surface models to design elevations/grades, for quantifying material volumes; and produces final quantity calculations for inclusion in tender documents. Creates detailed engineering contract drawings using corporate CADD styles and standards.
Creates presentation materials (e.g., display plans, maps, charts, signs, visual aids, 3D graphics) for project team meetings and public consultation centres. Assists Project Manager with presentation set up and evaluates effectiveness of display and presentation.
Prepares pavement marking plans and produces related 3D reports. Prepares traffic signal control plans for signal installation and upgrades.
Produces control data to establish survey control used for contractor’s layout and Construction Technician’s quality assurance during construction.
Conducts technical/design reviews of Ministry applications for approval of new/modified infrastructure projects. Verifies calculations and design compliance with guidelines.
Calculates and monitors landfill capacity volumes. Prepares presentation graphics for annual Ministry progress report, solid waste master plan update, and public presentations.
Orders and processes large scale print/scan requests for Division and other departments. Implements updates for plotter machine.
Assists management to develop/maintain corporate design styles and drawing standards.
Revises drawings in collaboration with the Construction Technician and inspection notes for project records. Maintains project records and files.
Responds to and fulfils requests from contractors, consultants, municipalities, and utility companies for information and record drawings.
Performs construction surveying and inspection duties, as required (as back-up).
Performs related duties, as assigned.
