JOB SUMMARY

Reporting to Supervisor, Municipal Law Enforcement, the MLEO I will act as a Community Ambassador for the City by proactively engaging with the public and city staff to provide information and interpretation of by-laws, regulations, policies and procedures. The MLEO I will be responsible for field enforcement services to achieve and maintain regulatory compliance with the City’s Parking Control By-law and Sign By-law, and for providing after hours’ support in enforcing applicable municipal by-law, zoning by-laws, property standards, site plan control agreements, and heritage by-laws of the City as required. The MLEO I will respond to emergency situations and complaints from the public, internal departments and other agencies in a professional manner and proactively investigate, document and determine appropriate courses of action. The position will also prepare detailed briefs of evidence and complete necessary documentation required for Administrative Hearings and court proceedings and testify to evidence in court and hearings.

REQUIREMENTS:

  • University degree or Community college diploma in law enforcement, municipal by-laws certificate, or investigative studies discipline is required. Please submit a copy of your accreditation(s) with your application to the position.
  • Experience in parking control or private parking control enforcement.
  • Strong client service and interpersonal skills required to liaise with City staff, businesses, the public and internal staff in a positive and professional manner.
  • Knowledge of, and experience with, effective negotiation, and conflict resolution strategies.
  • Sound judgement, tact and discretion, with a proven ability to maintain confidentiality.
  • Strong team player with an ability to work independently under limited supervision.
  • Excellent time management, organizational, oral and written communication, initiative, problem solving, and report writing skills.
  • Ability to deal courteously and effectively with the public, work independently with limited supervision, and mediate disputes.
  • Submission and maintenance of a valid Ontario Class G Driver’s License. As a condition of employment you will be required to provide and maintain a satisfactory driver’s abstract (no demerit points plus no more than 2 infractions - maximum of one moving and one non-moving conviction.
  • Submission and maintenance of a satisfactory Vulnerable Sector Check (including the Criminal Record Check).
  • As a condition of employment, you are required to be willing and available to work outside of normal business hours on a regular basis including days, afternoon, weekends, statutory holidays and staggered hours.
  • Required to wear a clean – neat Markham Bylaw uniform and applicable protective equipment at all times.
  • Required to maintain an exceptional employee attendance record.

Responsibilities:

  • Respond to parking operation complaints and emergency situations from the public, internal departments, and other agencies and proactively enforce regulations in a positive and professional manner.
  • Act as a Community Ambassador for the City – providing information to the public and staff on the enforcement/interpretation of by-laws, regulations, and policies and procedures.
  • Investigate and issue penalty notices to vehicles illegal parked within the City, including towing of vehicles interfering with traffic/ property access and habitual offenders. Assist York Regional Police with the towing and removal of illegally parked/abandoned vehicles.
  • Prepare detailed briefs of evidence and complete necessary documentation/processes required for Administrative Monetary Penalty Hearings and court proceedings and testify evidence in court and hearings as required.
  • Provide support for special enforcement initiatives dealing with matters such as Accessible Parking, Bag Signs, Fire Routes, School Zones etc.
  • Assist with traffic control and enforcement at City events and the delivery of public notices and Council agendas as required.
  • Assist other Municipal Law Enforcement Officers with their investigation of matters by providing after hours’ inspections/ surveillance and the reporting/ documentation of findings.
  • Attend meetings and training as required.
  • Attending after-hour By-law complaints such as but not limited to noise complaints and taking appropriate action to ensure compliance, including issuing charges.
  • Other duties as assigned.
