Description:
BACKGROUND:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Grounded on its four strategic priorities, UN Women is committed to empowering women and girls to contribute and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters, conflict, and humanitarian action. Globally, including in Indonesia, the impact of conflict, climate change, and natural disasters has disproportionately affected women and girls.
UN Women Indonesia is implementing a project entitled ‘Empowered Women for Sustainable Peace: Addressing the Peace-Humanitarian Nexus to Enhance Community Resilience in Indonesia’ project, or WE Nexus for short. The project activities started in June 2023 and will last until mid-2026, with funding from The Korea International Cooperation Agency (KOICA). The project aims to strengthen community resilience and reduce vulnerabilities in emergency and conflict-affected areas by addressing the humanitarian-development-peace nexus in the context of Indonesia. The WE NEXUS Project aims to achieve four Project Outcomes as follow: (a) National and/or local governments produce and use risk-informed, gender sensitive analysis of root causes and structural drivers of conflicts and positive factors for resilience (b) Women are able to influence and gain benefits from local policies, plans, and mechanisms that build resilience (c) Communities demonstrate commitment to advancing and implementing gender-responsive solutions/interventions/mechanisms to promote social cohesion, conflict prevention and resilience (d) Multi-stakeholder platform is established to promote capacity-sharing and knowledge to enhance collaboration between humanitarian, development, and peace actors at the national level, focusing on women’s leadership and participation in conflict prevention, emergency response and humanitarian action.
For the Outcome 4, with the support from WE NEXUS project, the Government of Indonesia managed to revise the disaster management cluster through the issuance of the Head of the National Disaster Management Agency ( Badan Nasional Penanggulangan Bencana (BNPB)) Decree number 308 of 2024, which was enacted on 24 September 2024. The Decree requires the establishment of Inter-cluster coordination that will be led by BNPB Deputy for Emergency Response Management. To enable BNPB in carrying out its function as inter-cluster coordinator, a small and agile Cluster Secretariat is needed, to initiate and support the agency in:
- setting up the achievement of common goals and prioritization,
- preparation of guidelines for the implementation of cluster activities,
- identification of actors that are involved in each cluster,
- identification of gaps and duplication of cluster activities,
- facilitating inter-cluster meetings, learning and evaluation of cluster implementation, and
- proper mainstreaming of cross-sectoral and thematic issues, especially on humanitarian development peace interlinkages, and sustainable resilience
In several meetings, BNPB has expressed the need for support for the Secretariat of the National Cluster. Therefore, an individual consultant is needed to initiate the work of the Secretariat of the National Cluster, which would be quickly handed over to BNPB for continuation and further improvement of the Secretariat. The consultant will facilitate cross-sectoral dialogue between government line ministries and other stakeholders, and support knowledge exchange on women’s empowerment, which will contribute to Outcome 4 achievements of the WE Nexus project.
EDUCATION:
- Master’s degree in international development, Social Studies, Gender Studies, Geography, Data Science, or a related field is required.
- A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
EXPERIENCE:
- At least 10 years (for master’s degree) and 12 years (for bachelor’s degree) of progressively responsible work experience in multi-stakeholder coordination, data and information management, and working with Government in its premises.
- Experience in developing annual workplan with wide-range consultation with key stakeholders.
- Experience in disaster management, humanitarian coordination, or related fields, preferably with a focus on inter-cluster coordination or multi-agency coordination is an asset;
- Demonstrated experience working with national governments, UN agencies, and other international organizations, especially in the context of disaster response or risk reduction is an asset;
- Excellent analytical skills with a strong drive for results and capacity to work independently
- Excellent communication and writing skills; (Samples of previous work will be required.)
Responsibilities:
RESPONSIBILITIES
Under the overall guidance and supervision of the Project Coordination Analyst UN Women and the Humanitarian Affairs Analyst UN OCHA as the lead UN Agency for the advocacy of Outcome 4, and with the close consultation with BNPB, the Consultant will undertake the following tasks:
- Initiate the development of the Secretariat of National and Facilitate Inter-Cluster Meetings within the National Cluster for Disaster Management
- Design the mapping of 3W (who does what and where) actors based on sub-clusters, working groups and themes, which would be agreed upon by BNPB.
- Facilitate regular inter-cluster meetings starting from preparation, meeting agenda development, invitation, participants confirmation, draft minutes of the meeting, and follow-up actions
- Facilitate the sensitization of the National Cluster for BPBDs and key actors at the sub-national level
- Prepare information management products, with disaggregated data whenever available.
- Prepare draft of Annual Report of the Cluster of Disaster Management 2025, describing achievements, ongoing initiatives, challenges and lessons
- Facilitate the partnership between BNPB and the National Agency for the Counter-Terrorism ( Badan Nasional Penanggulangan Terorisme (BNPT) )
- Support the coordination between BNPB and BNPT in regard to the implementation of UN Women Research on ‘Gender and Terorism Financing from the Lens of Humanitarian Development Peace (HDP) Nexus’ and Interoperability of Disaster Risk Data on InaRisk to IK-Hub Terrorist Case Mapping
- Facilitate workshop between BNPB and BNPT on the Development of Technical Guidelines on the Misused of Humanitarian Aid for Terorism Financing.
