We are looking for a National Parliament Representative to join the Committee Office at the House of Lords. This is an exciting opportunity to work in a role with a focus on the EU, supporting the European Affairs Committee and the Northern Ireland Scrutiny Committee as well as others looking to engage with the EU. You will also be part of the secretariat to the UK-EU Parliamentary Partnership Assembly, the forum for UK-EU interparliamentary dialogue established under the Trade and Cooperation Agreement.
You will travel to Brussels approximately once a month for the purpose of gathering intelligence and building networks of contacts to assist with committee work. The post-holder will play a central role in the organisation of committee visits to Brussels and support members at the six EU interparliamentary conferences which the UK continues to attend on a yearly basis. You would also play a role in welcoming visiting delegations from the EU to Westminster by liaising with contacts in the European Parliament Liaison Office in London as well as the EU Delegation to the UK.
You will also lead the work within the Committee Office on the Interparliamentary Forum, a twice-yearly forum which brings together both Houses of UK Parliament and the devolved legislatures. You will produce the briefing for the members attending the Forum, organise a pre-briefing for chairs who don’t attend the Forum but whose committees have an interest in devolved matters, and support the effective delivery of the meeting itself.
This is an opportunity to work on a hybrid basis - you will be able to work up to 3 days from home (dependent on business needs) and a minimum of 2 days on-site in Parliament.
You’ll be accountable for –
- Representing the House of Lords and its select committees in the EU and to the devolved legislatures.
- Cooperating at official level with staff from the House of Commons, EU national parliaments, the EU institutions, and devolved legislatures, developing and using a network of influential contacts.
- Explaining and promoting the work of the House, particularly regarding UK-EU relations.
- Providing timely analysis of developments in Brussels and elsewhere, insofar as they relate to UK-EU relations.
- Providing pertinent and timely information to the EAC/NISC and their staff, including through building contacts and monitoring the work of the EU institutions.
- Facilitating committee visits to Brussels, and supporting delegations to conferences and interparliamentary meetings, including COSAC and the interparliamentary conference on the CFSP/CSDP.
For the full list of responsibilities and duties, please see the job description.
