Description:

GENERAL DESCRIPTION:

The Air Quality Division is seeking an entry-level permit writer for the Title V Operating Permit Program. A person in this position employs knowledge of scientific principles, analytical skills, and technical writing ability to prepare draft operating permit documents for major sources of air emissions subject to Title V of the Clean Air Act and Chapter 6, Section 3 of the Wyoming Air Quality Standards and Regulations. This work includes reviewing engineering designs, calculations, and other permit application documents for details, accuracy, and completeness; examining the engineering basis for the periodic parameter or emission monitoring; developing the analysis, statement of basis, and draft operating permit; and participating in cross-functional projects within the Air Quality Division. EDUCATION:

Bachelor’s (typically in The Sciences)

EXPERIENCE:

0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist
OR

EDUCATION & EXPERIENCE SUBSTITUTION:

4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

Responsibilities:

  • Understand and maintain familiarity with sources of regulatory requirements and policy including state statute as well as agency and federal regulations and guidance documents.
  • Interpret and determine the applicability of terms and conditions of pre-existing permits and regulatory requirements.
  • Review permit applications and agency records; organize relevant facility information conforming to program expectations and format guidelines.
  • Summarize and communicate complex information concisely and thoroughly.
  • Follow standard operating procedures and templates for workflow processing, document creation, and file management.
  • Coordinate with other Division program members and industry applicants.
  • Maintain thorough documentation of work.
  • Manage and maintain progress on multiple large projects at once.
  • Prioritize work effectively over long-term (9-18 month) project timelines.
  • Construct a complete but concise permit that includes all applicable requirements with corresponding monitoring, recordkeeping, and reporting; prepare organized and accurate technical supporting documents (statement of basis and technical analysis).   • Proofread technical documents prepared by team members and communicated results.
  • Review engineering calculations, reports, and analyses.
  • Collaborate with team members and program management on complex regulatory determinations
