Description:

CONTRACT TYPE: PERMANENT

Are you passionate about road safety and effective traffic management? We’re looking for a dynamic Network and Safety Manager to lead a dedicated team responsible for a range of important functions including Traffic Regulation Orders, Streetworks, Road Safety Education, and School Crossing Patrol services.
In this key role, you’ll manage the Network and Safety Team and work closely with our Asset and Engineering Team to deliver community-based projects. You’ll also oversee our Performance and Programme Management Team (P2M), ensuring the smooth delivery of complex infrastructure schemes and monitoring contractor performance.

Key responsibilities:

  • Lead on traffic regulation, streetworks, and road safety initiatives
  • Oversee the delivery of capital and revenue programmes
  • Ensure compliance with Health and Safety standards
  • Manage budgets, monitor services, and ensure efficiency
  • Act as a deputy for the Highway Services Manager when needed

KEY REQUIREMENTS:

  • Significant experience managing and supervising professional and technical staff
  • Strong background in delivering services that meet performance standards and targets
  • Extensive experience in a Highway Services environment
  • Proven experience in budget management, cost control, and financial monitoring
  • Ability to analyse and interpret performance, technical, and financial data
  • Skilled in writing detailed reports and making recommendations to senior management and committees
  • Excellent communication skills, with the ability to negotiate, influence, and collaborate with various stakeholders
  • Experience in partnership working within and outside of the Council
  • Strong organisational skills, able to plan, prioritize, and manage workloads to meet service targets
  • Relevant professional qualification (e.g. HNC/D in Civil Engineering) or equivalent experience
  • Knowledge of current legislation, including Road Traffic Act, Traffic Management Act, Highways Act, Health & Safety regulations, and CDM Regulations
