GENERAL DESCRIPTION
The Office of the Attorney General (OAG) is a large state agency with over 4,200 employees throughout the State of Texas and has an increasingly complex budget of over 1.5 billion biennially. Work in the Budget Division as a Budget Analyst involves preparing, reviewing, analyzing, and coordinating budgetary activities, including but not limited to assisting with development, oversight, and monitoring program budgets in accordance with statutory, program, and appropriation authority. This position provides financial and analytical support for the Child Support Division (CSD) including preparing and evaluating cost analyses for CSD operations and projects. Other duties include assisting with the planning and preparation of the CSD Operating Budget and Legislative Appropriations Request. This position may also include assisting in the preparation of the Biennial Operating Plan, Information Technology Detail and Advance Planning Document. Additionally, Budget Analysts provide technical advice and assistance to division/program/executive management on budgetary matters and respond to internal and external inquiries.
Unusual Working Conditions: During the biennium, critical target dates for the completion of work projects or gathering information to respond to questions from internal management, other state agencies, or state legislators may require the need to work extra hours.
This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

BUDGET ANALYST III – ALL OF THE ABOVE QUALIFICATIONS FOR A BUDGET ANALYST II, PLUS:
- Experience: Two additional years of full-time experience (five years of full-time experience) working in the following (or closely related) fields: accounting, auditing, budget preparation/analysis, financial, statistical analysis, business, public administration, or closely related experience
PREFERRED QUALIFICATIONS
- Education: Major Coursework in accounting, finance, business, public administration
- Experience: Texas statewide accounting/budgetary systems: Centralized Accounting and Payroll/Personnel System (CAPPS); Uniform Statewide Accounting Systems (USAS); and Automated Budget Evaluation System of Texas (ABEST)
- Experience: State of Texas legislative process
- Knowledge/Application State of Texas accounting, budgetary, and fiscal management procedures, including experience in interpreting/implementing the State of Texas General Appropriations Act
- Knowledge/Understanding: State and federal laws and rules governing OAG programs, including Legal Services program, Child Support program, Criminal Justice grants, Crime Victims’ Compensation, and Medicaid Fraud
