Description:
Position Title: Officer, External Relations
Reports to: Manager, Advocacy and Partnerships
Location: Kuala Lumpur (Malaysia), Nairobi (Kenya), or Cairo (Egypt) (local hire)
SUMMARY
The Officer, External Relations will support to advance the advocacy and partnership efforts of
World Scouting. The focus of the role will be supporting the development and growth of World
Scouting’s Youth Representative and Regional Youth Representatives agendas, including
coordination, management of youth volunteers, research, identifying opportunities and providing
capacity support to youth representatives across Scouting.
In addition, the role will work across the Business Development Practice to support with general
external relations activities, including proposal development, external events engagement and
policy research.
This role requires the individual to stay updated on relevant policies and regulations impacting
non-formal education, youth and international development, Scouting, and related areas, providing
analysis and recommendations for WOSM’s advocacy efforts, and looking for networking and
advocacy opportunities in which WOSM (inclusive of all its regions) can participate to discuss and
be exposed to advocate for youth-inclusive decision-making processes.
QUALIFICATIONS AND EXPERIENCE
- 2 - 3 years of experience working in external relations, advocacy and partnerships in a
global context.
- Bachelor’s degree in related fields or equivalent experience.
- Knowledge of the workings of the UN and other inter-governmental organisations.
- Strong working knowledge and track record in policy development and youth engagement.
- Record of developing impactful partnerships in global and/or regional contexts.
- Experience of developing and implementing effective advocacy strategies that deliver
tangible organisational outcomes.
- Experience of working directly with young people and providing capacity support.
- Experience of working with volunteers.
- Fluency in English is essential, any other command of WOSM’s languages (French, Spanish
and Arabic) would be considered an asset.
DESIRED KNOWLEDGE AND SKILLS
- Ability to manage high volumes of projects within tight deadlines and high attention to
details.
- Ability to turn around files and projects with a high degree of organization, efficiency and
decision-making.
- An effective communicator with strong organisational skills.
- Good drafting and writing skills is essential.
- Strong stakeholder management skills and experience in business development.
- Ability to work and co-operate within an international and multi-cultural framework.
- Comfortable in using standard business software (Outlook, Word, PowerPoint)
- Advanced knowledge of Excel required.
- Ability to leverage Slack for business.
- Experience in project or grant management software would be considered an asset.
- Proven capability to solve problems, cope with stress and handle conflicts.

internal and external stakeholders, ensuring transparency and accountability.
