Title: Older Refugee Job Developer
Reports To: Job Developer Coordinator
Pay: $51,292.80-$61,551.36, Exempt Position
Hours: Monday through Friday, 8:30am – 5:00pm. Evening and weekend hours as needed.
Description YMCA International Services is a unique branch of the Y of Greater Houston and seeks to meet the needs of Houston’s significant refugee and immigrant communities. We provide comprehensive programs that focus on building human assets and fostering self-sufficiency. As our full-time Older Refugee Job Developer you will, under limited direction, establish and maintain relationships with employers and community organizations to develop job opportunities and support continued employment for refugee 55 years or older. Coordinates day-to-day activities such as soliciting employer interest and involvement in the employment of clients, orienting clients to the services provided, posting opportunities and tracking placement data. Our ultimate Goal is to assist clients reach self-sufficiency utilizing program guidelines, increase our employer market share and maintain proper data integrity.
Duties /Responsibilities

The Older Refugee Job Developer’s primary responsibilities include:

  • Develop strong working relationships with older refugees to help them secure and maintain viable and long-lasting employment that related with their experience, interest and in accordance to their abilities.
  • Provide coaching and direct support to older refugees with limited English, literacy, work history and educational attainment. This includes, but is not limited to: interview preparation, resume development and editing, applications, job search, etc.
  • Assist clients in developing appropriate social skills and work habits that will result in long-term employment or career advancement opportunities.
  • Advocate on behalf of clients by directly collaborating with agency staff and building strong relationships with local businesses and other community-based organizations to develop job leads that cater to the older refugee’s interests, talent and capabilities.
  • Complete comprehensive and sound reporting that includes updates case notes and file documentation, monthly placements report, and other data tracking tasks assigned by supervisor completed by deadline as assigned.
  • Data entry on the funder’s portal within 24 hours of service.
  • Maintain currency with industry trends; update labor market information by researching online resources, attending meetings, maintaining contacts with regional training providers for high demand job market leads, and networking with professional/community organizations that are involved in job placement/training activities, including the Houston Refugee Consortium Employment Group, as well as other older adult oriented programs and organizations in the region.
  • Communicate with employers during clients’ employment and report results to appropriate staff. Conduct job retention follow-ups up to 90 days of employment.
  • Work collaboratively with clients and staff to coordinate and facilitate recruitment days, employer panels, and targeted job fairs.
  • Coordinate with Case Managers to insure that support services are provided and documented in the refugee services database.
  • Promote services in the community to recruit and enroll clients.
  • Attend training and staff meetings as required
  • Perform other duties as assigned including airport pickup of new arrivals.
  • Report suspicious and inappropriate behaviors and policy violations.
  • Follow mandated abuse and incident reporting requirements.
  • Meet timelines and deadlines related to supporting systems and employee compliance. Example includes but are not limited to Kronos Workforce Ready for review and approval of time sheets.

Annual Outcomes and Indicators

Depending on yearly performance goals, the Older Refugee Job developer is responsible for the following:

  • Place employable older refugees into long-term employment, including placement of refugees who complete training through the agency’s Career Enhancement Program in jobs related to their training.
  • Placing 80% of employable client in jobs with health benefits.
  • Placing employable clients in jobs with an average wage at or above yearly performance goals for the program.
  • Monthly placements reports submitted to supervisor by 5th of following month.
  • Directly responsible for recruitment and placement of older refugees per year to facilitate program performance.

Requirements

  • Represent the agency by giving presentations and participating in meetings with individuals and groups; communicate effectively in English, both verbally and in writing.
  • Previous youth oriented work experience preferred.
  • Interpret policies, procedures, techniques, and rules governing employment and job placement as a whole and in the Greater Houston Area in particular.
  • Understanding of and sensitivity to other cultures is necessary.
  • Ability to work independently and manage time and resources;
  • Team player, highly self-motivated, flexible, responsive and a good trouble-shooter.
  • Fluency in a refugee language required.
  • College Degree and experience in job development, youth services, human resources, public relations or business administration.
  • Valid Texas Drivers License, clean driving record, own transportation, applicable auto insurance.
