JOB SUMMARY

This position is in the Business Solutions Section at the Minnesota Pollution Control Agency (MPCA) and leads the analysis, collection, and documentation of requirements for online services business needs. This position leads business programs through the development and implementation process for online services from process mapping to requirements gathering to testing and finally implementation. Once an online service is developed, this position works with the business to test and refine the online services to ensure they are ready for implementation and enhancements required later. This position coordinates and maintains online service standards across all agency programs and services. Responsible for coordinating and communicating with business program staff, online service support staff, and IT partners to ensure all online services are operational, maintained, and appropriate support is provided to users. Using Continuous Improvement methodologies and techniques, this position will work with the business to gather preliminary information on the service the program is looking to develop and implement. This position will work with Business Solutions leadership to recommend ongoing enhancements or improvements to existing online services and business processes, promoting ease of use and efficiency for all stakeholders.

MINIMUM QUALIFICATIONS

Three (3) years of advanced professional experience that demonstrates the following:
Accomplished in leading and managing projects, facilitating meetings, and communicating with a variety of external stakeholders.
Knowledge of how relational data systems function (e.g. Tempo 360) and key governance components necessary to preserve data integrity.
Experience with process mapping, requirement development for business needs, and other technical processes needed to define business needs and support programs.
Accomplished technical and administrative writing skills, including Business English, grammar and spelling, necessary to organize and effectively present ideas to the intended audience.
Communication skills sufficient to effectively facilitate process improvement efforts, present to groups, and transmit written information to a variety of audiences.

PREFERRED QUALIFICATIONS

Accomplished leadership skills to effectively coach, train and lead peers in problem-solving and project management.
Advanced knowledge of the agency’s or state’s environmental data systems, online services, and strategic directions to support its programs within the system.
Federal and State regulatory framework and their applicability to data projects.
Problem-solving skills sufficient to capture business needs and recommend adjustments based on data analysis.
Organizational skills to balance several efforts simultaneously and ensure projects are completed timely.
