Description:

POSITION SUMMARY

The Operation Manager’s primary responsibility is to perform the management and administration of operations within the Public Works Maintenance and Utilities divisions. Working in collaboration with the Director of Public Works, the Operations Manager leads the divisions under their supervision and supports the department as required.

Responsibilities

  • Provides input and recommendations for the Public Work’s business operations including:
  • develops and manages the annual operating budgets for departments under their direct control;
  • forecasts funds needed for staffing, equipment, materials, and supplies;
  • monitors and approves expenditures and variances;
  • recommends and implements budget adjustments.
  • Provides direction and guidance to personnel in the Public Works divisions under the Operations Manager.
  • Plans and implements work plans for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; proactively meets with staff to identify and resolve issues.
  • Oversees the planning, development, procurement, and contract administration for various operational and maintenance programs.
  • Oversees and coordinates the activities for County operated gravel pits.
  • Recommends modifications for effectiveness and efficiencies to existing departmental programs, policies, and procedures as appropriate.
  • Works in coordination with the Director and Project Manager for the development, and implementation of projects and programs to minimize the impact on operational service.
  • Researches and prepares reports and requests for decisions to Council for Public Works Maintenance and Utilities projects and initiatives.
  • Communicates with Council, senior management, internal departments, residents, and members of the public regarding maintenance and utility concerns or requests.
  • Accountable for the work group’s compliance with the Alberta Occupational Health and Safety Act, Regulations, and Codes and actively leads and participates in the County’s Health, Safety and Wellness Program.
  • Undertakes any other reasonable duty, commensurate with the classification and responsibility of the position, across the department to meet service priorities and business continuity requirements.
  • May be required in the event of a municipal emergency to support the emergency operations centre and incident action/recovery plan.

EDUCATION/TRAINING:

  • Must possess a diploma or designation in civil engineering such as a C.E.T. with ASET or a P.Eng. with APEGA, or a combination of related education and experience will be considered.

EXPERIENCES/KNOWLEDGE/SKILLS:

  • A minimum of ten years relevant experience in roadway maintenance and operations including a minimum of four years experience in a managerial capacity.
  • Prior municipal experience, including supervisory responsibilities for multiple staff, and development and/or management of municipal utility systems is an asset.
  • Experience working with employees in a Collective Bargaining Unit is considered an asset.
  • Familiarity with the various equipment that is used in the maintenance of streets, roads, storm, water and sewer operations is required.
  • Familiarity with asset management is considered an asset.
  • Strong written and verbal communication skills. High aptitude and proficiency for report writing and editing.
  • Clear and confident presentation skills with the ability to address different audiences when required.
  • Excellent time management skills and ability to prioritize, multi-task, and delegate.
  • Proficient computer skills using Office 365.
