QUALIFICATIONS

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

  1. Experience serving as a technical expert for processes related to environmental review under the National Environmental Policy Act (NEPA), special purpose laws and relevant Executive Orders.

BASIC REQUIREMENTS:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Responsibilities:

DUTIES

This position is critical to providing continuity in achieving and maintaining a high level of technical analysis, professional expertise, quality control, and public and Congressional confidence in the FAA’s management of environmental reviews and noise analyses of airport development projects.
Serves as a recognized subject matter expert and may be called upon to provide leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Provides oversight and guidance on compliance with the National Environmental Policy Act (NEPA) and other Federal environmental laws and regulations, including serving as a senior FAA Headquarters representative on NEPA teams for major airport development projects; and review of Environmental Assessments (EAs), Environmental Impact Statements (EIS), and other environmental documents for major airport development projects.
Applies experience and expert technical knowledge of airport and aviation noise analyses and environmental review policies and procedures to perform critical tasks; develop or recommend changes to FAA policy and guidance; identify measures to implement the recommendations; and lead implementation efforts. Identifies and resolves highly complex problems or issues, which often cross organizational boundaries and impact the accomplishment of FAA’s strategic objectives.
Represents the interests and objectives of the Office of Airports (ARP) to ensure the continued successful implementation of airport financial assistance programs, by providing advice and input to FAA Lines of Business and Staff Offices (LOBs/SOs), and other Federal agencies during development of new, or considerations of changes to current environmental Orders, policies, or guidelines, including those related to special purpose laws, regulations, and Executive Orders. Provides advice and guidance to FAA LOBs/SOs on decisions regarding changes to noise analysis procedures and/or noise compatibility planning to ensure the potential impacts to ARP’s programs are fully considered and any changes reflect ARP’s interests. Provides technical expertise in support of FAA headquarters, regional and district offices; the U.S. Department of Transportation; other government agencies; state aeronautical agencies; aviation industry associations; individual airport operators; other individuals and organizations on a national, state or local basis.
Applies experience and expert technical knowledge to environmental reviews, as well as noise compatibility planning analyses pursuant to 14 C.F.R part 150. Applies knowledge of new technologies and methodologies to solve complex problems and develop improved technical processes. Considers the objectives of LOB/SOs when developing, integrating, and implementing solutions to diverse, complex problems. Analyzes complex technical policy or procedural issues related to the environmental aspects of airport development proposals. Advises field offices on best practices to prepare high-quality NEPA documents that address the requirements of other environmental laws and regulations, within established budgets and timelines.
Develops and conducts training and developmental assistance to environmental protection specialists, community planners and other staff in the environmental review of airport development, noise analyses, the 14 C.F.R. part 150 process, and other environmental laws. Maintains a high level of professional knowledge through continuing education, training and participation in professional societies, meetings, symposiums, conferences and seminars.
