Description:

The Operations Support Specialist is responsible for supporting Waste Treatment Completion Company (WTCC) staff and management assigned to the Plant Management organization on issues, events, accidents requiring event investigation, fact finding meetings, cause analysis, and DOE reporting. This position will assist in supporting issue management, event investigations, corrective action development, extent of condition evaluations, effectiveness reviews, DOE Occurrence Reporting, and related activities within the organization.
This position will also assist in ensuring the WTCC staff and management assigned to the Plant Management organization have a solid understanding of Conduct of Operations, Human Performance Improvement (HPI), Integrated Safety Management System (ISMS), Radiological Controls and the work control program, and that they have the tools (training, briefings, and coaching) to apply these programs to their daily activities in a safe, consistent, and effective manner.

EDUCATION/EXPERIENCE:

High School Diploma or GED. Associate’s degree in engineering or science or equivalent education desired. Associate’s degree in engineering or science may be substituted for two years of experience. Bachelor’s Degree in related field may be substituted for four years of experience.

  • Ten (10) years’ experience in maintenance, operations, startup, and or commissioning nuclear, high hazard waste treatment, and/or commercial nuclear facilities
  • Has a minimum of five (5) years of experience in industrial investigations, audit/surveillance, apparent/root cause analysis, or other relevant investigatory or interviewing of management and/or bargaining unit personnel.

Desired:

  • Experience in Operations, ES&H, or implementing Contractor Assurance elements specified in DOE O 226.1 Series, Implementation of DOE Oversight Policy.
  • Knowledge of DOE operating policies, rules and regulations, or knowledge of commercial / military nuclear facilities (e.g. NRC/INPO) regulations and requirements; and knowledge of industry codes and standards in the area of expertise desired.
  • Knowledge of DOE O 232.2A, Occurrence Reporting and Processing of Operations information, highly desired. Knowledge and experience implementing DOE O 422.1 Conduct of Operations requirements, HPI tools, and performing oversight of operational activities.
  • A working knowledge and operation of remote/field/control room systems such as mechanical systems, pumps and fluid systems, electrical systems, cranes and hoists, process jumpers, remote waste handling equipment, power manipulators, and instrumentations, lifting hardware, etc. and associated inspection requirements desired.
  • Experience with condition reporting and recommendation action development and management in DevonWay or similar software desired.
  • Experience with HPI training development, teaching and integration and reinforcement of HPI tools and concepts is desired.

Responsibilities:

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.
  • Supporting the WTCC Plant Management organization on project level cause analyses processes.
  • Manage effective implementation of immediate and/or compensatory actions following identification of events/conditions until causal/root cause analysis may be completed.
  • Qualifying under the WTP program as an apparent cause analyst and as a root cause analyst.
  • Participating/leading apparent and root cause analysis.
  • Participating event investigations.
  • Develop facility related procedures/work instructions or other documents related to plant operations.
  • Perform assessments and surveillances as assigned Ensuring the standards set by the conduct of operations procedures are upheld in the planning and performance of all facility activities
  • Perform Facility walkdowns to support operational needs. Identify deficiencies and initiate corrective actions as needed.
  • Advise plant management and staff in the analysis of human performance events/errors.
  • Assist Plant Management by gathering data for systems, reporting problems and recommending solutions.
  • Assist in developing and monitoring Conduct of Operations and HPI key performance indicators.
  • Perform (in a hands-on-approach) a coaching role with individuals directly responsible for the management, supervision, and execution of field work activities to ensure proper disciplined Conduct of Operations and appropriate HPI tool usage.
  • Conduct training and workshops as assigned.
  • Participate in assessments required to achieve readiness, and lead efforts to achieve and demonstrate readiness during the Management Self-Assessment, Contractor Operational Readiness Review (ORR) and DOE ORR.
  • Participate in the Management Engagement, Work Observation, and Operations Excellence formality observation processes.
  • Be capable of performing Senior Supervisory Watch (SSW) of high-risk work and first-time evolutions as required.
  • Integrate with other readiness activities to support achieving overall readiness.

through inspections, observations, coaching, which require walking, climbing, descending, crouching, standing, bending, twisting and turning along with wearing personnel protective equipment while carrying an assortment of small items (e.g. flashlight, procedures, tablet or notebook, etc.)
