Leading a team of established Overseas Visitor Officers and supporting the wider Contract Income team, the successful applicant will support the Senior Healthcare Contracts & Overseas Manager in the delivery of a robust function and will work as part of a cohesive, high functioning team, driving Trust wide and departmental change, improvement, efficiency, and value, whilst meeting and adhering to all operational, professional and audit requirements.
The post holder will be responsible for ensuring a quality service is delivered as an integral part of the Trust’s commitment to improving
Lead on the reporting of the Trust’s cost recovery and debt avoidance programme to a number of internal and external stakeholders. Translate DH guidance and charging regulations into practical systems and processes for use by the Overseas team as well as staff across the Trust and then monitor adherence to it. Periodically review standard operating procedures (SOP) for identifying chargeable patients and for securing payment from patients or commissioners. Contribute to and support the ongoing development of the Team’s databases in place e.g., healthcare contracts database, ensuring that contracts are monitored, and new contracts captured. Consult with the Home Office, NHS Digital and NHS England to ensure that the summary care record data is kept up to date. Give advice and guidance to overseas visitor officers, clinical staff, patients, and families, when treatment is immediately necessary/urgent and where entitlement decisions may be complex or when senior support is requested. Advise and consult with external agencies e.g., Home Office in regard to immigration matters, other hospitals in regard to patient transfers or for suspected fraud referral to the counter fraud team. Provide periodic and ad hoc reports and supporting narrative for internal meetings, for both the overseas and contracting functions.

Leadership and Workforce Development
Manage staff recruitment into the overseas team.
Support the development and training of the overseas visitor officers through setting SMART objectives that align to the Department’s objectives, completing annual and six-monthly appraisals, agreeing, and monitoring personal development plans, undertake catch up meetings to support and monitor workplans.
3. Act in an advisory capacity and support clinical and non-clinical staff of all levels across the Trust through the delivery of training on the DH Charging Regulations and Trust policy. Delivery can be through regular training sessions, bespoke training for departments as required and attending clinical governance and departmental meetings.
Deliver training sessions to Trust staff along with ICB staff/GPs/Practice Managers and frontline staff within the Primary Care setting. This may include advice to GP surgeries upon request.
Meet with local community partners/stakeholders, asylum and refugee action groups as required.
6. Attend l ocal university fresher’s week to present requirements of international students accessing treatment.
Support the Department’s Recruitment and Retention workplan which may include attending school fairs, providing working experience to school children as well as facilitating under-graduate placements students or finance staff accessing the Apprenticeship levy who require access to training in areas not related to their employed role.
Deputise for the Senior Healthcare Contracts & Overseas Manager as and when required.
