  • Experience in procurement

  • Good knowledge and understanding of the Loi sur les contrats des organismes publics and its regulations

Responsibilities:

  • Elaborate the definition of needs and the acquisition planning of establishments and services.
  • Plans, drafts and implements all acquisition processes by direct request for quotation, by mutual agreement or with purchasing groups.
  • Plans, drafts and implements all acquisition processes through calls for tender, including participating in the development of technical specifications.
  • Ensure compliance of procurement processes.
  • Carry out performance evaluations
  • Ensure contract management accountability.
  • Develop, implement and ensure the continuous improvement of work tools, controls, methods and performance indicators relating to the acquisition cycle, procurement strategies, contract management and compliance.
  • Participate in the development and/or updating of procurement and contract management rules and procedures.
  • Carry out the necessary analyses to meet the needs of the environment, and in particular, assess the needs in terms of procurement processes and identify potential sources of difficulties.
  • Collaborate in developing and/or implementing solutions to major problems or disputes with suppliers or facilities and services.
  • Advise and support management
  • May be called upon to plan, coordinate, distribute and supervise the work performed by support staff in relation to the mandates and responsibilities of his/her area of activity.
  • Any other related duties
