Description:

INTRODUCTION

This is a position specific recruitment for the Maryland Department of Natural Resources, Maryland Park Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of experience supervising personnel engaged in park or forest operations work and an additional four years of experience in park operations work.
Notes:
1. Candidates may substitute additional experience in park or forest operations work at the rate of two years for each year of the required supervisory experience.
2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in forestry, forest management, natural resources management, parks and recreation, business administration, education, history, social sciences, or a related natural science and two years of experience supervising personnel engaged in park or forest operations work for the required experience.
3. Candidates may substitute the possession of a Master’s degree from an accredited college or university in forestry, forestry management, nature resources management, parks and recreation, business administration, education, history, or a related natural resources field for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in general inspection, investigation, enforcement, and compliance classification or general inspection, investigation, enforcement, and compliance specialty codes in the inspection, investigation, enforcement, and compliance field of work on a year-for-year basis for the required experience and education, two years of which must have been in a supervisory capacity for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Professional experience in supervising park operations and employees in a Maryland State Park
  • Three years of professional field-level experience working in a park setting.
  • Excellent communication skills (verbal and written)
  • Experience in park budget and personnel management
  • Experience in managing and maintaining park facilities and grounds
  • Experience managing natural, cultural, and historical resources in a park setting
  • Experience working with community and government agency partners to provide public safety, resource protection and other government agencies

SPECIAL REQUIREMENTS

  1. Employees in this classification are subject to call-in 24 hours a day.
  2. Employees in this classification may be subject to assignment in any county in the State. Upon permanent appointment, the employee may be required to reside in the county or region assigned.
  3. Employees in this classification must be trained in First Responder Training or other equivalent first aid training

Responsibilities:

MAIN PURPOSE OF JOB

Park Services Supervisor is the supervisory level of work in programs of the state park system. A Park Services Supervisor is responsible for the operation of a small park facility and supervises the work of staff in all areas of park operations: visitor services, resource development and protection, facility, recreation, interpretive services, property management, collection and processing of park system revenue, concessions and maintenance. Park Services Supervisor directly supervises one or more subordinate maintenance staff, Park Service Associates, administrative assistants, and may supervise clerical staff and short and long term contractual positions. Managerial supervision is received from a Park Services Assistant Manager, Park Services Manager or other higher-level designated managerial position.
Employees are subject to call-in, and may be required to work rotating shifts, weekends, holidays and to work outdoors in all kinds of weather. The work may require lifting objects weighing twenty-five pounds or more.
Park Services Supervisor differs from Park Services Associate Supervisor in that Park Services Supervisor is in charge of the overall park operation and has supervisory responsibility over programs of the state park system. Park Services Supervisor differs from Park Services Assistant Manager and Park Services Manager in that the Park Services Assistant Manager and Park Services Manager have managerial responsibilities for park staff accomplished through subordinate supervisors.

POSITION DUTIES

This position serves as an Area Manager and supports the overall operation of state park facilities, and provides site supervision, instruction and problem resolution to full-time administrative, maintenance and programming personnel, as well as seasonal employees and volunteers.
Duties include but are not limited to: visitor services, general ground, facility and state housing maintenance, grants administration, communicating established procedures and policies to the public, developing budgets and monitoring expenses and revenue, interpretive services, collection and processing of state park and concession revenues, trail design and maintenance, and monitoring the physical condition of recreational facilities to ensure safe and efficient operation of the park, as well as the preservation of their natural, cultural and historical resources. Weekend and holiday work will be required.
