Description:
KNOWLEDGE OF:
- Methods, practices, and principles applicable to the preparation, calculation, and completion of payroll
- Rules, regulations, policies and agreements applicable to work performed
- Ability to understand a Collective Agreement and pay employees based on the Collective Agreement
- principles and practices of electronic bookkeeping;
- modern office practices, procedures and equipment, accurate keyboarding skills and extensive knowledge of computers;
- municipal finance related Acts and Regulations;
- development and use of complex spreadsheets;
- departmental goals, objectives, policies, and procedures; and
- policies and procedures of the work of the Municipality
QUALIFICATIONS, SKILLS & EXPERIENCE:
- Completion of Grade 12 education supplemented with relevant post-secondary accounting training.
- Minimum 2 years municipal accounting experience or 3 years experience in a payroll position
- Completion of Payroll Compliance Practitioner certificate through the National Payroll Institute
- Computer experience, including familiarity with Microsoft Office and accounting software.
- Experience with MAIS payroll system is preferred but will consider other experience.
- Valid BC driver’s license
- Minimum typing speed of 50 words per minute with accuracy
- Ability to deal with the employees and members of the public effectively and courteously.
- Ability to work with others as a team.
- Strong communication skills
- Must display professional attitude and demeanor.
- Ability to use discretion and maintain confidentiality.

Responsibilities:
GENERAL STATEMENT OF DUTIES:
Reporting directly to the Manager of Finance, the Payroll/Accounting Clerk performs a variety of payroll and accounting functions using established procedures, rules and practices. Duties include but are not limited to: keeping accurate accounting records; preparation, calculation and completion of municipal payroll; preparation of invoices, making account receivable entries and ensuring receivable collection; performing arithmetic computations; preparing financial summary statements, and checking forms for completeness and accuracy. Work is performed according to established procedures.
MAJOR DUTIES AND RESPONSIBILITIES:
- The employee will have access to confidential information of the City and must exercise the utmost discretion in performing the job duties. Any confidential information the employee becomes aware of in the performance of the employee’s duties must be held by the employee in the strictest confidence and not released without the express prior written approval of the employee’s supervisor.
- Maintain a filing system and computerized databases of personal information, rate schedules, benefit enrollment and premiums for the production of a biweekly payroll and employment histories of all staff members.
- Perform complex and specialized work related to the preparation, calculation and maintenance of municipal payroll.
- Compute employee financial data and complete employment documentation.
- Calculate and prepare remittances and complete the required documentation for employee and employer portions of all statutory deductions, pension contributions, benefit premiums payable and miscellaneous deductions
- Responsible for accounts receivable.
- Distribute payroll and deposit records to Department Heads and employees.
- Assist with the annual wages budget.
- Prepare the current payroll system and files to be migrated to a new system in near future.
- Maintain Pre-Authorized Payment module client accounts, tabulate monthly, semi-monthly, and annual charges and ensure bank files have been accepted through online banking.
- Responsible for accounts receivable including preparation of all invoices, reports, and follow up of past due accounts in a timely and accurate manner, as well as monthly reconciliations on accounts.
- Responsible for monthly gravel records.
- Responsible for monthly fuel records
- Responsible for administration of downtown parking rentals.
- Posting of various departments journal entries.
- Create and monitor internal and external isolation accounts.
- Balance cash sheets, prepare and make bank deposits daily – closing tasks.
- Responsible to reconciliation of petty cash fund.
- Responsible for all year end procedures for all aspects of the position.
- Provide coverage for frontline staff, greet persons arriving at City Hall, collect payments, prepare statements, answer the main telephone, and direct calls, and assist with department and organizational mail sorting and distribution as required.
- Operate a variety of office machines and equipment such as calculator, copier, fax machine, postage machine, computer and related word processing and spreadsheet software.
- Provide back up as required to the Financial Accountant
- Demonstrate continuous effort to improve operations, streamline work processes, and work cooperatively towards an efficient and effective work environment.
- Other related duties as required.
